UNOPS REPLY: UNOPS will provide the needed documents to finalize the customs clearance that will be done by the supplier. 2. Would you clarify if the goods will arrive in the name of our company what is the maximum days for keeping the bank guarantee. Please clarify how you will cover the extra cost. UNOPS REPLY: The goods will arrive under the name of the company. The bank guarantee will be cleared upon providing proof of good receipts. If the bank guarantee was held without the releasing process for more than 6 months and the delay was upon the request of UNOPS, UNOPS will cover incurred renewal guarantee fees after this period. This will be clarified under the revised "Schedule of Requirements" which will be published ASAP.3. please specify the max days for the storage of the goods. Will you cover the extra cost? UNOPS REPLY: If the goods are stored for more than 6 months and the delay was upon the request of UNOPS, UNOPS will cover incurred storage fees after this period. New clarification added: Dear Sir/Madam,Kindly note that the newly added safety zone information/clarification is insufficient. Safety zoning depends on the type of activity and the critical fall height of each component. Each activity/component has its own safety zone requirements. For example, swings need a safety zone of 3m in front and 3m behind. Slides need a safety zone of 1.8m at the slide exist. Monkey bars and climbers can sometimes need a safety zone of 3m depending on the critical fall height. So a standardized safety distance for each design does not work, it needs to be based on activities included in the design and at the point of inclusion in the design.UNOPS REPLY: The safety zone is very important and critical and each bidder should indicate the safety zone for the offered components, however, this cannot be determined at this stage because we still don't know the exact dimensions of the playground area, as explained earlier, following the placement of the individual purchase orders with the exact number of the playgrounds and exact dimensions, an assessment visit should be conducted by the LTA holder (Contractor) and after the visit, the Contractor should submit a shop drawings for the suggested playground and he needs to indicate the safety requirements and all concerns if any, this will be approved by the UNOPS team with authorization to proceed with the order. More importantly, we need to know the overall size of the three requested playground designs. How big should they be? The design of the equipment is based on the area available (the size of the equipment + the safety zone for each activity). UNOPS REPLY: See the above answer Even if we only used the components requested for each design in the "Schedule of Requirements", the footprint and safety zone of unit can change drastically. For example, if we have the slides all pointing in the same direction, that would be much smaller than having the slides pointing in opposite directions. Also, a slide that is attached to a 90cm platform, is much shorter than a slide attached to a 150cm platform. Again affecting the size of the unit as well as price. UNOPS REPLY: Same answer, all the details will be discussed at the purchase order level with the selected Contractor. We need to know the total area available for each of the three requested units. For example something like the below is needed to be listed in the schedule of requirements:Total area of Design 1 "Medium Size" is: 10x14m (including safety zone)Total area of Design 2 "Small Size" is: 10x12m (including safety zone)Total area of Design 3 "Large Size: is 14x16m (including safety zone)UNOPS REPLY: Unfortunately, this is not known yet, the Sites are not ready yet.

New clarification added: According to the clarifications receivedUNOPS REPLY: This is not possible, because the final definite quantities are not determined yet, the projected quantities for the coming two years were given to help the bidders build the price quotations accordingly. Following the completion of this process, a Long Term Agreement (LTA) will be signed with the successful bidder for a duration of two years, during this duration several purchase orders (POs) will be signed with the LTA holder, the purchase order (PO) will include exact quantity, dimensions, locations and more. UNOPS REPLY: The Delivery time will be modified to read 10-12 weeks. The related will follow ASAP via e-sourcing. If this is an LTA to be completed over a period of two years, what exactly needs to be delivered in 10-12 weeks? UNOPS REPLY: The aforementioned quantitiesare estimated, based on historical data, and for the duration of the LTA. Supply, Delivery & Installation of the goods will be ordered as needed for two years. The awarded bidder will be receiving subsequent purchase orders based on a certain quantity and expected to deliver and install the requested goods within 10-12 weeks of receiving each purchase order.In other words, signing the LTA with the awarded bidder shall not be considered as a purchase order to start counting 10-12 weeks, while counting the said delivery time shall be started from signing the subsequent purchase orders.

New clarification added: Dear Sir,1. Could we submit two offers from two origins for the same playground? with duplicate sets of documentation. UNOPS REPLY: No, the alternative offer is not allowed. Bidder is only allowed to submit one proposal. 2. Shall we send the goods under name of UNOPS, or it should be under our name? Who will be responsive to raise the delivery proof bond for the Jordanian customs. UNOPS REPLY: The goods shall be under the supplier's name with mentioning UNOPS under the third party name. The bonds release papers shall be provided from our side in order for the supplier to release their bond3. Do you have schedule for delivery to locations? UNOPS REPLY: As per "Section II: Schedule of Requirements" file- Section E "the tentative delivery time is from October 2020 till the beginning of 2023". The actual delivery time is linked to the schools' construction progress which is not clear yet. However, we will provide the awarded supplier with a list of the schools that are expected to be finished this year and the schools that are going to finish in 2022. Additionally, quantities and their expected delivery times will be coordinated with the awarded supplier in detail as soon as construction works progress is more clear.

New clarification added: - In the schedule of requirements, Part C "General Requirements":1) "Suggested designs (layout) shall be submitted one week later after awarding the contract". This would require us to have CAD drawings for each location from UNOPS. Also, One week is too short of a time period to do layout plans for 54 locations. Kindly clarify/reconsider. UNOPS REPLY: Site assessment is required from the supplier, AutoCAD drawings shall be provided if available after raising POs2) "UNOPS reserves the right to have some minor changes such as removing the roofs, changing the height or colores under the same price." Changes to the design of the unit such as removal of roofs or changes in height are not possible as they might violate manufacturer's design/warranty. Any design changes need to be discussed prior to placing any orders and might affect price. Colours can be selected from options available from manufacturer but cannot be changed once the items have been ordered. Please confirm. UNOPS REPLY: The supplier should have the flexibility to cope with necessary minor changes that might come up on-site, however, available manufacturer options will be considered.

New clarification added: - In the schedule of requirements, is the gym equipment for adults/teens or kids? Also, QTY is 13 but there are only 9 items. Please confirm that you will be requiring 13 of each of the 9 items listed in the table. UNOPS REPLY: Confirmed.- Some of the gym equipment requires a concrete slab to be installed on. Is that existing? Otherwise, we will need a lot more information because to price a concrete slab under the gym equipment, we need to know the exact locations of the gym and the size of the space available for each gym as well as soil and site conditions per location. Ideally, the conceret slab work needs to be quoted separately from the supply and technical installation of the gym equipment. UNOPS REPLY: Non-existent and you need to do fixation only, the base foundations already prepared by the construction contractor.

New clarification added: - In the schedule of requirements, under the requested specifications of the "Large Playground Unit" the height is specified at 3.5m however, looking at the image used and based on our experience, the model indicated in the image is at least 5m tall. Can you please advise on this descrepancy.UNOPS REPLY: The picture is for demonstration purposes only. Height should be as specifcations from 3-3.5 meters.

New clarification added: - The price schedule "Form C" indicates in red that the quantities in the table may not be the actual quantities. However, we need to know the actual quantities as they greatly affect shipping charges and therefore material costs. Alternatively we can provide ex-works prices of materials at the factory floor excluding shipping, taxes, customs clearance and delivery. We can also provide the installation and delivery costs associated with each unit based on different "zones" within the country. New clarification added: - In the Schedule of requirements, these products have been selected from a specific supplier. Can we propose a "best match" to these products from our product catalogue? UNOPS REPLY: The specifications were not selected from a specific supplier, they are generic. The picture is for demonstration purposes only. Please stick to the schedule of the requirements in the ITB - Can you please provide the safety zone of each model so that we can do our best to match these designs? UNOPS REPLY: The Safety Zone will be added to the schedule of requirements. The related version will be published in the eSourcing ASAP.- In "Form C" Transportation fees outside of Amman, are requested under a single price figure, however transportation costs also vary greatly (e.g. Aqaba is much more expensive than Madaba). - Similarly, in "Form C", installation fees in areas that are more than 2 hours away from Amman are significantly higher as they require more mobalization of resources at the installaiton site yet all installation fees are meant to be included in the same unit prince. UNOPS REPLY: Please arrange to quote the average price that accommodates all locations.- Can we have more time to submit the bid? We cannot really begin working on the bid until we have the information requested above. Also, considering these products will have to be imported we need to give our international partners time to provide us with a price quote particularly shipping. UNOPS REPLY: The deadline will be extended, the related will follow ASAP via e-sourcing.- Regarding the delivery time (in Schedule of Requirements), we kindly request that it is reconsidered. Unless, a company already has these specific products already in stock (which would put everyone else at an unfair disadvantage), it will take much longer than the time indicated in tender documents. On average most playground manufacturers need between (6-10) weeks maufacturing lead-time. Then depending on where the products are shipped from, they need between (10 to 30) days shipping. furthermore, an order of this size might need to be delivered in several shipments over the year. UNOPS REPLY: The Delivery time will be modified to read 10-12 weeks. The related will follow ASAP via e-sourcing.
