New clarification added: Question: Could you please explain the difference between item n°1 & 3 in the technical proposal evaluation section (list of previous similar contracts & list of previous similar services/experience)? Can we consider that form D (previous experience) will be used to illustrate this criteria?Answer: The bidders will be evaluated using the details provided in Form D for both the item 01 and 03 in the Section III - Form C - Technical proposal form.

New clarification added: Question: Can Cities Alliance provide guidance regarding expected resource inputs (number of working days) or a budget range for the completion of the assignment?Answer: The total duration of the contract is mentioned in clause 06 of Section II - Schedule of requirements along with key personnel required in clause 07. This should enable the bidders to calculate the resources required. UNOPS Cities Alliance will not disclose the budget for this assignment. The bidders are requested to propose best value for money based on the Section II - Schedule of requirements. Question: Can Cities Alliance provide clarification regarding technical proposal format, specifically regarding requirements in Form C. The relevant table mentions proposed methodology for risk and mitigation and gender mainstreaming as well as a logistical plan and implementation timeline (items 4-6). Will an annex for Form C be accepted with relevant information?Answer: Bidders are requested to provide responses using Form C under Section III - Returnable bidding forms and bidders can also attach additional documents as annex to Form C as deemed necessary.

New clarification added: Question: The timeline indicated in the schedule for requirements mentions that the report should be finalised by the end of august 2021, but the contract is expected to be awarded on the 11th of august (as mentioned in the tender particulars), and many people will be on vacation in august so it seems complicated to conduct all the interviews in this timeline. Is it therefore possible to propose an alternative and more realistic timeline in our offer?Answer: Bidders can propose the timelines in their offer, which will be compared with the requirements of the project and if required, will be clarified during the evaluation stage.

The volume of documents and material expected to be reviewed for the comprehensive report?Resources for the Learning ReportThis is a preliminary list for resources on the work conducted by Cities Alliance. Cities Alliance reserves the right to add further materials to this list if deemed necessary. The contractor is responsible for sourcing other materials required for the broader local adaptation to climate change context.a) Background documents‐ Project Concept note, 11 pages‐ Call for Proposals rationale, 2.5 pages‐ Call for Proposals guidelines, 7 pages, available at https://www.citiesalliance.org/sites/default/files/2020-03/Guidelines%20-%20InnovationCall20.pdf b) Reports‐ 5 small grants mid-term reports, 2 pages each, see example at https://www.citiesalliance.org/sites/default/files/2020-12/ProjUpdate_FutureYetu_Dec20.pdf‐ 5 small grants final reports, 4 pages each‐ 1 CUF report, 20 pages‐ 1 peer-learning report, 15 pages‐ 1 gender mainstreaming report, 11 pages c) Others‐ Survey results on grantees’ satisfaction‐ Outputs from the small projects implemented available internally shall be shared with the awarded bidder upon signature of the contract.2.
