Normally as a process can take up to 45 business days Can we apply with the existing license of our expert and the working contract we have with our experts?IF its not possible, is the application made at the ministry valid or not?Considering many of the questions relating to validity and types of the licences, please bear in mind that this is a process which helps UNOPS to screen the market and understand the number and capacity of conservation companies. This by no means entails that shortlisted companies would form an exclusive list. Any company in any given time in lieu with published procurement can apply if it fulfills required conditions. Therefore, even if your entity or employed individuals are in a process of obtaining the licence, please submit the Expression of Interest. New clarification added: As per the submission of the documents, please do inform un on the matter:There are 20 forms on the returnables but only a few uploading spaces on the system. Should we group the documents or no?On other procedures we have uploaded each formular of returnables on each separate space.Dear Sir,Regarding the upload of the documents in esourcing please refer to the esourcing vendor guide in the following link:https://esourcing.unops.org/Scripts/App/Help/Guides/UNOPS_eSourcing_Vendor%20Guide_v1.7_EN.pdf Regarding the uploading of the returnable forms, it is important that all the forms are updated either separately or together.

New clarification added: Please, find below set of question regarding the above tender procedure.Question 1: Is it mandatory that the license for the implementation of works ( N-Z/A/1, N-Z/A/2,N-Z/A/4, N-Z/A/5, N-Z/A/6, N-Z/A/7, N-Z/V/2-6 ..etc) according to lots, must be owned by the company or is it sufficient if the license is owned by the technical director of the company (individual licence)?Question 2: If the license must be owned by the company, is it mandatory to submit it at this stage of procurement?Question 3: Which documents must be submitted to meet the criteria for:Company’s capacity to undertake the works including:- Previous experience in similar field and with similar requirements;- Company should be in continuous business for providing similar services forthe last 3 years.- Confirmation and statement of ability to mobilize resources and commence work within 30 calendar days in case of award of contract;Answer to question no.1: The Company should possess licences as per legal requirements.Answer to question no.2: It is mandatory to submit the evidenceAnswer to question 3: The bidder to demonstrate the previous experience in a similar field in similar requirements should submit contract/references.To prove that has been in continuous the bidder shall submit business certificate/ registration certificate/ licenses etcTo prove the confirmation of ability to mobilize resources the bidder shall submit a statement of its ability to mobilize resources and commence work within 30 calendar days in case of award of contract for upcoming tenders;

New clarification added: 1: In case we decide to participate in the EOI as a JV, do all the members of the JV have to fulfill the Financial Capability listed at pg 5 of the document "EOI_EU4C_Building Construction_Albania_2021 ''?2: Is the Italian license for the implementation of conservation and restoration works equal or convertible to fit the Albanian one? (EG. In Italy the licence for wall painting restoration is "OS2A", while in Albania "N-Z/V/2-6"). Is our license acceptable?3: Do all the members of a JV have to have all the licenses needed for a project or can they "share" their license in order to implement the project?4: In case we join with a local partner that is awaiting for the license renovation as planned by the Albanian Republic and it is at this very moment in possession of the "old" license, would the JV be possible anyway?5: Do we have any evidence of the economical value intended for every project listed on the EOI?Dear SupplierIn response to your request for clarification please find the answers below:Answer to question 1: Based on Procurement Manual Rev.7 section 6.5.3.4 Evaluation criteria for joint ventures and the section 1.3.5 Joint ventures / consortia of the EOI document: “Bidders requesting to participate as a joint venture or consortium shall not be considered further in this process unless their submission provides the required information and complies with the following criteria:Each constituent company of a joint venture or consortium shall comply with the eligibility criteria set out in this section 1.3.2 of the EOI.Information on the financing and legal standing of the joint venture / consortium shall be provided;A description of the management structure of the joint venture / consortium shall be provided with names, qualifications and experience of key staff identified.Each member of the consortium/joint venture should meet the eligibility criteria listed in the section 1.3.2 of the EOI document, while the other criterias should be meet jointlyAnswer to question 2:In order to implement conservation actions in Albania, one would have to obtain the licence in AlbaniaAnswer to question 3: The complete number of licences needed could be result of combined licences among entities forming the JVAnswer to question 4: JV is possible, however it would be considered ineligible, since the “old” licences are not considered as valid.Answer to question 5: We cannot provide the accurate amount of each upcoming large scale projects.

UNOPS EU4Culture project colleagues provided important necessary information for our current open call on "qualification exercise of Building Construction within a EU4CULTURE Project_Support for revitalization of cultural heritage sites". The Procurement and technical team presented the needed requrirements companies need to fullfill and presented the planned interventions and Tendering strategy for the first 6 project sites (Ethnographic Museum of Kruja, Kurcaj Bridge, Venetian Tower, Duress,Ethnographic Museum of Kavaje, Hammam of Durres, National Puppet Theatre, in Tirana,) which will be then followed by 4 more sites (Castle of Lezhe, Archeological Museum Durres, Castle of Bashtova in Kavaje, National Museum of History in Tirana) For those interested, but could not attend, please find attached presentation slides and 15.06.2021 zoom meeting minutes.
