New clarification added: Dear UNOPS Procurement Team,Please explain some conditions in the terms of reference: Lots 1-6 in the Schedule of Requirements about Suitcase indicate:"Cases should have a protocol from an independent expert body for testing suitcases for: resistance to climatic factors of the environment, resistance to vibration, impact resistance. A protocol from an independent expert body shall be provided", however, the Current Legislation of Ukraine states that this product should not have any mandatory certificates or protocols, as indicated by the Order of Derzhspozhyvstandart of Ukraine from 01.02.2005 № 28 "On approval of the List of products subject to mandatory certification in Ukraine" is not subject to mandatory certification in Ukraine, the Law of Ukraine "On Technical Regulations and Conformity Assessment" amended the Decree and terminates the state certification system.Also in accordance with the order of the MINISTRY OF ECONOMIC DEVELOPMENT AND TRADE OF UKRAINE № 93 dated January 26, 2018, registered with the Ministry of Justice of Ukraine on February 16, 2018 under № 194/31646 "On approval of the List of products subject to mandatory certification" To the Ministry of Justice of Ukraine on May 4, 2005 for № 466/10746 (with changes) expired. Given the above, from this date all products that are currently certified and included in the List of products subject to mandatory certification in Ukraine, approved by the Order of the State Committee of Ukraine for Technical Regulation and Consumer Policy of February 1, 2005, 28, are not subject to Certification in Ukraine. However, for example, in lots 11, 17, 18, 21 in same suitcase there are no such requirements for specialized cases, which can be concluded that the cases in lots 1-6 are tied to a specific supplier and the end user wanted these conditions, which from the beginning eliminates many potential participants. Lots 19, 22 do not specify a suitcase at all, does this mean that the kits can be packed in any container, such as a cardboard box?Dear BidderThank you for your request. These are consumables and can be packed in any type of container (package) which will ensure their integrity during transportation and storage.3. For Lots 17 and 21. These are devices that are already equipped with a suitcase by the manufacturer, and no additional suitcase is required.4. For Lot 19. “Hook & Lines” Demining kit must be completed in a suitcase, which has a protocol from an independent expert body for testing suitcases on: resistance to climatic environmental factors, resistance to vibration, impact resistance. New clarification added: Dear UNOPS Team ProcurementIn many positions of the forensic kits, you have specified the specific parameters of consumables, we will not now cite all violations, but however, for example, Lot 1, in paragraphs 32- Fingerprint roller, Dactyloscopic roller, made from metal or high-density plastic. Working surface made from stiff rubber or silicone, at least 55 mm +/- 2 mm long or Lot 3, item 9 - Fingerprint lifting tape with metric scale, dimensions 10x11.5 cm, with L-shaped scale, which indicates a specific supplier ...Dear BidderThank you for your request.The requirements for the forensic kits and items represent the exact needs of the beneficiary of the project and were defined to meet specific operational and standardization needs. UNOPS did not provide technical requirements with the intention to describe only technical solutions of one supplier, and this is evidenced by the fact that several suppliers can provide the necessary goods. The UNOPS technical evaluation procedure allows for minor informalities or irregularity which are merely a matter of form and not of substance. If you believe that the items that you are going to propose, does indeed fully meet the necessary technical requirements, even though it does not fully comply with the requested technical characteristics, you are welcome to provide your bid, clearly highlighting the deviation and explaining how this deviation does not affect the application of the solution that achieves the same purpose. New clarification added: Lot 1Items 2 and 4 are magnetic scale rulers. It states they should be reversible with black on white on one side and white on black on the other side. Magnetic rulers generally have the magnet on the reverse side so getting them reversible is not possible. For Item 2, would you therefore instead accept two rulers that are black on white and two that are white on black. Similarly, for Item 4, would you therefore accept instead of one reversible ruler, one that is black on white and one that is white on black. Items 14, 15 & 16: You ask for 5 units but in description you state 5 lifters should be put in a bag. Do you require 5 x 5 lifters for each item or just 5 lifters for each item? Item 37 is described as a Gypsum form with zip lock. We are not sure what this is. Can you please elaborate further? Item 91: Is there any discretion on the box size as the current size is very small to fit all the listed items in? Having a little extra height and width will allow the goods to fit better. New clarification added: Dear Procurement Team,I kinly ask you to make some more clarifications:Lot 9 items 1.Firstly, title of the items 1.1.5, 1.1.6, 1.1.7, 1.1.8, and 1.1.9 contains specification "transparent" whereas para 1.2.2 of technical requirements demands "Package material: Non-transparent resistant black and white multilayer polyethylene with a density of minimum 60 μm±".1- Please, clarify whether items 1.1.5, 1.1.6, 1.1.7, 1.1.8, and 1.1.9 should be transparent as pointed in the title?Secondly, item 1.1.9. won't be able to been produced by manufacturer as a Strongbox-package (security envelopes) of required of 675x1200mm on the reason of non standard large dimensions for this type of products.Our company has a big experience of supplying the similar packages,which meet requirements of our customers. They are made from multilayer polyethylene with a density of minimum 60 μm±, can be transparent or black (if required), plastic seal is suggested as a closing mechanism. Since it is impossible to print required artwork on the package directly, we suggest a A4 sticker paper printed label which contains required artwork.2- What way should we reflect this proposal in tender documentation? Lot 6 Item 2 Source of light, narrow, with the charger.- "dimensions of the led light: 40-70cm. "This size doesn't fit tothe transportation case of 339x295x152 mm.3- Please, advice might it be 40-70 mm?- "dimension of the device 50-80cm X 10-25cm X 5-15cm" Rate 50-80 cm doesn't fit to the transportation case of 339x295x152 mm4- Please, clarify is this height*width*depth or length*width*height ratio? Item 3 Telescopic tripod for the narrow source of light5- Please, clarify must it be telescopic tripod or telescopic handle? Required minimum size of 50 cm is too long for the required transportation case. We can suggest min folding from 25-30 cm with the required max lenght.6- Please, advice how should we reflect this inour tender bid?________________________________________________________________Dear Bidder,Thank you for the request. Please, advice.Lot 5 Item 22 Dactyloscopic brush (Marabou feathers) - what is required colour? Please, advice.As well I would like to draw your attantion on the requred delivery time for the Lots 14, 16, 17, 21. Since the demanded equipement is of American origin, required delivery term is too short to import these equipement to Ukraine during 60 days after sining a contract.Taking into account a situation with quarantine restrictions all over the world, which influenced in transportation term, and manufacturer's declaration about actual delivery term to Ukraine up to 90 days, with a view of respecting to a Consignee's interests in receiving essencial equipement, we kindly ask to revise delivery term for the lots 14, 16, 17, 21 inlarging it up to 90 calendar days. ______________________________________________________________________Dear BidderThanks for your request.Kindly find the answers to your questions below: 1.
