Subject: Invitation to Bid for the Restoration and Conservation of the Mosaic Facade of the National Historical Museum, Albania / Tirana – ITB Case No: ITB/2021/19096
The United Nations Office for Project Services (UNOPS) is pleased to invite prospective bidders to bid in accordance with the requirements and process as set out in this Invitation to Bid (ITB).
The ITB consists of the following:

New clarification added: From the visit made by our engineering-technical staff on the 23/03/2021 in the object for which the tender procedure takes place, at the National Historical Museum, in the presence of the representatives of the Procurement Authority (UNOPS), after receiving advice and orientations for the construction site, it was found that:In the criteria of the procedure, the presence of working tools such as: (heavy machineries, truct etc) is also required.From the site inspection of the terrain where the construction site will be located, it is concluded that their presence in the front part of the Museum (where the Mosaic is located), is impossible for the above tools, as the environment is surrounded by concrete stairs and curbs. Consequently, the use of these tools on the construction site is impossible, as there is no access road for them.The work of these tools can, well, be replaced by the use of quality and safe scaffolding, accompanied by protective nets.We think that in the criteria for competitors participating in the procedure, the working tools (cranes) should be removed and replaced with scaffolding + protective nets.Dear supplier,As specified in technical specifications (Part II) Page#28The Mosaic has been constructed on 23 precast reinforced concrete panels, that serve as supporting structural elements.The structural assessment of the panels has been based upon the existing structural project, as well as upon a visual evaluation of the present condition of the Mosaic itself.Precast concrete channel panels are dimensioned 151x712cm and 95x712cm. They are complemented through beams T-81, T-82 with a height of 187cm. The link between the panels and beams has been executed through welding joints in the upfront part of the Mosaic.From pages # 54 in TS- 4.2.2. Proposed interventions in mosaic support panels were requested to inspect all panels and in case that is required need to be replaced and without a crane will be difficult to remove and replace any damaged panel.In BOQ item 2.2 is foreseen to be removed around 10m3 of concrete Regarding access, we will obtain necessary permits from the Municipality if necessary to allow access of the equipment. ⦁ Regarding the Truck (s), we must have proof that your company owns or will rent a truck (s) to transport materials in or out of the construction site.⦁ Also you must provide evidence that you own or rent working tools needed for the restoration of mosaic, as a sample: the dimensions of tesserae may be all rectangular or quadratic, 3-5 cm.so, you will need to have cutting tools/equipment to prepare tesserae with different forms.⦁ Regarding scaffolding, on BOQ item #2 and 3 is already requested for Supply and installation of scaffolding in the facades (including protective net and the banner, the banner will be with holes for air penetration, printed with mosaic picture, project logo (culture EU4) UNOPS logo etc.With kind regards,UNOPS Albania
