Is it correct, if the bidder applies only for 1 lot, to delete the tables and data related to the data entry of the second lot, or are these tables left blank, without deleting them?Answer: If the bidder applies only for the first lot, tables and data related to the data entry of the second lot should be left blank without deleting them and vice versa.

New clarification added: Question:Will a participant be disqualified if he has less than 35 employees or less than $700,000 in business income for a period of 3 years?Answer:According to the tender requirements for the LOT 1 - Disinfection device, the bidder should have a minimum 35 workers and Minimum USD 700,000.00 (Seven Hundred Thousand US Dollars) of total turnover within the last 3 years. Anyhow, the bidder may apply as a Joint Venture/Consortium as well. In this case, all joint venture/consortium members combined must meet the evaluation criteria stipulated in the tender. A Joint venture/Consortium agreement must be submitted within the offer.

New clarification added: Question: What material should the alcohol storage tank consist of? Metal or hard plastics? So not the device itself but the storage tank inside.Answer: As per ITB, Section II, Schedule of Requirements, Tank should be made of AISI316 stainless steel, powder coated, volume 10 L ( +/- 5%)The material of the inner side of the tank is left to the bidder; it is important that material will not be affected by the properties of the disinfectant liquid.Question: The dispensers must be connected via Internet of Things? Should there be a standard online warning system that indicates the level of disinfectant liquid in the dispenser? Should there be a standard online warning system that indicates the following: level of disinfectant liquid? number of sprays? remote switch on and off?Or do we include this as an extra option in the quotation?Answer: As per ITB, Section II, Schedule of Requirements, Sensor (PCB - printed circuit board) with adequate processors firmware is requested. However, all bidders are encouraged to offer alternative offers, variations and/or additional options. Question: Just to be sure. All dispensers should be AC-powered? We can also offer a dispenser with a rechargeable battery (3 days) where AC power is not possible.Answer: As per ITB, Section II, Schedule of requirements, complete solution AC-powered device designed for non-contact disinfection of hands is requested. New clarification added: Question:We are a big manufacturer but disinfection liquid is a new product to us. In evaluation criteria at least 3 contracts are required. What is the extent of the contract? Is purchase order enough? Answer:The Bidder should have at least 3 contracts for the provision of similar products, executed successfully in the period of the last 3 years. As a reference the Bidder should submit invoices or contracts in support of the provided information.The Bidder should fill in Form F: Performance Statement Form and submit the invoices or contracts in support of the information provided in the form. If the Purchase Order is signed by both parties than the Purchase Order will be accepted as a contract.

New clarification added: Question:1.In a document DRiVE Supplier Sustainability Questionnaire we are asked to enter the Participant Number and date of COP. 1.Is this Participant Number UNGM number ? And plese what is date of COP?Answer:Participant number is not the UNGM number. The Communication on Progress (COP) is frequently the most visible expression of a participant's commitment to the Global Compact and its principles. According to the policy, failure to issue a COP will change a participant’s status to non-communicating and can eventually lead to the expulsion of the participant.If you don't have the any required document or policy requested in the DRIVE questionnaire just answer the question and go to the next question.Queation: 2. whether the documents we submitted on www.ungm.org should also be submitted on esourcing.unops.org for specific tender ( Vendor submission - Document checklist ) example: ISO, Quality policy, Code of protection of health, safety at work, environment protection ect …Answer:According to the tender the Proof of the company's policy on sustainability (ISO 14001 or similar standard or copy of company's sustainability policy or Statement from the Director (or another executive officer) confirming the organization's commitment to sustainability ) should be submitted within the offer. Please advise if we have the following standard: Biocidal products of type PT 1 Does it meet the requirements?AnswerBidder which fulfil PT 1 standard belongs to human hygiene group, according to European Chemical Agency (ECHA) nomenclature, which means that ' Products in this group are biocidal products used for human hygiene purposes, applied on or in contact with human skin or scalps for the primary purpose of disinfecting the skin or scalp.' Therefore, the bidder is compliant if offered goods fulfil PT1.Question:2. We don't have registration as a company in Europe but in Germany Is meet the requirements?Answer:As it is stated in the tender document, section Criteria Bidders should be continuously manufacturing/supplying similar products and/or services as specified in this ITB at present and over the past two years. Certification of incorporation of the Bidder should be provided. Therefore, the company can be registered in a non-European country, and Certification of incorporation in the English language should be provided.

We have relevant authorities state solution ( official state licence ) for marked disinfection products in Serbia. Do we have to translate this document or can we submitted it on Serbian language.Same question for submitted it on Serbian language ISO 14001, customer management policy, Quality policy, HACCP, ISO 9001, ISO 45001 and othersAnswer:The official state license and other mentioned documents should be in English, but having in mind that the evaluation team speaks Serbian, the mentioned document could be submitted and will be accepted if they are in the Serbian language. Question:Should the invoice be made in RSD - dinars with Vat or in euros without Vat? And should the invoice be made at English or Serbian ?Answer:We assume that your question is in which currency you can submit your offer. New clarification added: Question:- Please advise if UNOPS will purchase both Items (Hand Sanitizer Dispenser & Disinfectant Liquid) with one vendor or there is the possibility to split the order.Answer:The tender is set in two lots. Evaluation will be done per lot. Therefore, UNOPS can award one company or two different companies.Question:- Please advise if the bidder allow quoting only one item or mandatory to quote for both,Answer:It is allowed to quote for one or both lots. As stated in the tender section “Particulars”- Partial bids: Bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot. Question:- Regarding the disinfectant liquid, please advise if we can quote an alternative product. We are having a disinfectant liquid that made from vegan-based, non-alcohol, non-chemical, clinically proven to kill viruses/bacteria, no harm to the skin. It might give more benefit compared to alcohol-based disinfectant.Answer:As per technical specifications stipulated in ITB/2021/18607, disinfection fluid must be alcohol-based, since it's antimicrobial efficacy and specific request defined by the beneficiary. In fact, alcohol based disinfectants are very potent and can quickly reduce the number of active microbes or viruses on a surface. They dry quickly, offer excellent sanitation and disinfection properties, and are generally safe on sensitive electronic surfaces like scales, machinery, computers, kiosks, and more. Also, high traffic areas that may require quick drying disinfectants like door handles, security panels, and more. They have been used to clean and disinfect surfaces everywhere, from large, public office buildings to hospitals, schools, restaurants. Alcohol-based disinfectants are also the product of choice within the healthcare, dental, veterinary, and ambulatory environments due to their high efficacy and quick-drying characteristics. Organizations like the CDC, FDA, and WHO all encourage using alcohol-based disinfection substances to clean all manner of surfaces. Therefore, we cannot accept different content of disinfection fluid than one stipulated in the tender notice.Question:- Please advise if the consignee's name in shipping/delivery documents will be UNOPS representative office in Serbia or the schools. Would like to know also if the consignee having a tax exemption facility?Answer:The consignee's name in shipping/delivery documents will be UNOPS office in Serbia. Supplier should also cover the costs of forwarder and the custom clearance agency, if needed. Bidder shall facilitate all the necessary logistical arrangements related to the provision of goods/services.UNOPS will provide all necessary documents for the customs clearance on contractor request. UNOPS is exempted from VAT and other taxes in the Republic of Serbia.
