With regard to this question, the previous reply provided specifically in reference to the surveillance cameras under section 3.1.12 and 3.2.12, and not the video recorders that are separately referred to under 3.3.12, for which it states that it “may be provided via a separate LAN switch”. In your communication it is stated "a proper PoE network switch, to connect all the cameras” that is beyond the requirements."Last question: So, can offer NVR without POE, and according to p 3.3.12 use an additional POE switch to power camcorders? New clarification added: Dear UNOPS, please clarify next topics:1. Due to the presence of a large number of locations in which the installation should take place, due to the tight deadlines, it is necessary to conclude contracts with a large number of specialists, and this requires additional time during pandemic.2. As already mentioned above in recent clarifications you can`t extend delivery deadline because of SBI issues. This creates additional problems connected with logistics, since it is rather difficult to find solutions that meet your requirements with a delivery condition of 30 days in such a short preliminary period. Could you please extend preliminary period and postpone the date of submission of the proposal at least on one week?Dear BidderThank you for your request. Please find the answers below.1. New clarification added: 1. For what purposes is the project planned to use a PC, will software be installed there that is related to the video surveillance system (client station)?2. Software that requires the installation of a server part on a PC, can we offer instead of a NVR - a personal computer that will meet the requirements, according to paragraph 3.33. You previously answered the following questions: "Can we offer the NVR without the Poe ports, but supply a proper PoE network switch, to connect all the cameras properly from the network management perspective as well as provide PoE to all the cameras? This type of system deployment will ensure proper camera management by the IT administrator, and will not depend on NVR" that the solution is not acceptable because it goes beyond the initial requirements, but the answer contradicts paragraph 3.3.12 Network interfaces with PoE - not less than 8 x RJ45 (can be provided through a separate LAN switch). As specified in the Annex 1 Schedule of Requirements the activity is “equipping special premises with technical means to conduct and record interviews (hereinafter - interview rooms) - computer, audio and video recording devices.” As such the PC will be used as part of the equipment to support this activity. With regard to what OS it needs to be installed with, please refer to clause 1.1.9. of the Schedule of Requirements.2. Section 3.3. is specific in terms of requiring a network video recorder and that cannot be substituted.3. New clarification added: Dear UNOPS,We kindly ask you to clarify the following questions:1) Based on the statement of the Ukrainian Chamber of Commerce and Industry that the coronavirus pandemic is force majeure, and the increase in the delivery time of equipment from abroad, and taking into account the need for access to the installation sites, we assume that the terms of work specified in the terms of reference are not relevant today. We ask you to consider the possibility of increasing the implementation term of this assignment to 90 days from the date of signing the contract.2) Based on the specifics of the premises and the activities to be carried out in them, in the main camera 3.2 Surveillance camera, we recommend using a narrowband zone microphone for better audio recording during interrogations, as well as for the possibility of more correct data processing in the subsequent use.3) Are you considering the possibility of supplying a PC in the following form factors: monoblock or middle tower? The main technical characteristics of the PC do not change.4) Please specify how the anti-vandal class of CCTV cameras will be checked? What level of protection is needed?5) Due to the fact that anti-vandal cameras have a built-in microphone, but do not have the built-in speaker, would it be acceptable to use an external speaker for feedback?6) According to the published pre-bid, clause 3.1 and clause 3.6 contradict each other.Please clarify if presence of the health and safety officer is necessary during the implementation of works or is it possible for the health and safety engineer to arrange awareness training for the all the workers in one location.7) According to the published pre-bid, please clarify paragraph 3.4. Please find the answers below.1. Unfortunately the delivery deadline can not be extended. The access to the installation sites will be organized by SBI with UNOPS coordination and will not cause delays. It will be necessary to provide a list of staff members for each location and scan copies of passports in advance.2. Please refer to the Schedule of Requirements. The recommendations you provided are a value added offering to what is required. Requirements will not be changed.3. Please refer to clause 1.1.1. of the Schedule of Requirements that specify the type of PC required.4. There are no specific requirements to the class of anti-vandal protection. Concealed cabling is required. Please refer to clauses 3.1. and 3.2. of the Schedule of Requirements.5. Clauses 3.1.7 and 3.2.7 of the Schedule of Requirements indicate that microphone has to be in built and not external, as such it would be a requirement and unalterable.6. Health and Safety officer or engineer must arrange health and safety training for all personnel (can be arranged at one location but for all workers). Sites visits of health and safety engineer can be arranged in accordance with internal procedures of the Bidder's company.7. Cabinet power connection point? Is there a free machine and a place to install it in the electrical panel?3. From where to pull the link to connect the registrar to the network?4. Please refer to the Annex 1 Schedule of Requirements.2. Connection point will be provided.3. All video registrars and other necessary equipment are based in the existing server rooms. So there is no problem with the connection to the network.4. In some of the buildings there are suspended ceilings like the "Armstrong" ceilings. In some of the buildings you may use existing cable routes and boxes (if talk about cabling in corridors and a route from Interviewing room to server room).Thank you.

New clarification added: Tech. question 1: Do you require the audio (mic) to be recorded with the video from camera/s? We didn’t see it in the technical requirements and would like to check. In case you require audio recording – the camera specification should mention it, as well as general specification should notice it. Tech. question 2: Our video management system we plan to offer, supports both local (stand-alone) and central operation. Do you plan to implement a central operator, above the locals, with an ability to overview, access and replay any camera and any video from local sites? Tech.question 3: Our video management system we plan to offer is very advanced and fulfills all the required functions by using a recorder/NVR with Intel processor i3 model. Can we offer the i3 processor in case we keep all the performance as well as comply with all the requirements and functionality? The NVR with i5 processor classified “excessive” for the mentioned tasks and amount of cameras, by the VMS vendor. Tech. question 4: Can we offer the NVR without the Poe ports, but supply a proper PoE network switch, to connect all the cameras properly from the network management perspective as well as provide PoE to all the cameras?This type of system deployment will ensure proper camera management by the IT administrator, and will not depend on NVR.Dear BidderThank you for your questions.
