New clarification added: Dear Bidder, Please note the below raised questions and our official responses in connection to the Request for Quotation, ref. RFQ/2020/13939: Please find below inquiries received for the subjected tender: Question 13: PAYG modules have been added to some of our product series after receiving LG certification, which means that these products did not receive LG certification after adjustment to PAYG .Will this affect the products certification? Answer 13: No. Question 21: Is it possible to apply only for one city, or it's connected bid "altogether"?Answer 21: Partial quotations shall not be allowed. Bidders must quote prices for the all goods and/or services for the all the requirements requested.Question 22: According to the technical requirement, initially , the products shall be fully operational without the need for payment, entry of codes and network connectivity. If our Pay-as-you-go has initially set as 30days-free or 60 days -free according to the needs from UNOPS, after the 30days-free or 60 days0free period, distributors are able to load credit of days for end users by charging end users certain amount of cash. In this case , our Pay-as-you-go systems are in "unlock" mode. Is that acceptable ? THANK YOU! Answer 22: We require products to have PAYGO capability but for this functionality to be initially switched off. PAYGO should be easily activated when needed. Question 23: Could you please clarify if, in the framework of this LTA, the supplier is supposed to sell directly to beneficiaries based on credit, OR if Multi-light Kits would be sold to UNOPS, who would then distribute to end beneficiaries?Question 28: This seems main spec difference. Could you please elaborate the process for implementation in detail would be helpful. Answer 23, 28: The systems will be provided to the MFIs, the MFIs will sell these to the beneficiaries at subsidized prices. Question 24: In order for us to prepare an offer, could you please let us know if a partial bid (only on Category A, B or C) would be acceptable for this tender? Answer 24: Partial quotations shall not be allowed. Bidders must quote prices for the all goods and/or services for the all the requirements requestedQuestion 10: How long does it take for UNOPS to inspect the goods after they arrive at the port? What is the acceptance period? Answer 10: The inspection period is maximum 2 weeks from the date of receiving the goods at the final destinations as UNOPS determine. However, the bidder shall provide minimum warranty period of at least 2 years from the time of purchase by the end-user for the main system.Bidder shall provide a written confirmation of the capacity of storing the goods at the bidder’s cost for till receipt of notification from UNOPS regarding the final point of delivery in above mentioned cities. This shall form part of the official solicitation documents. Please be guided accordingly

We think solar system need inverter invert the battery's DC power to AC power supply the DC loads?Question 4: What is your AC voltage? 220V 50Hz single phase? Question 5: Is it your system install on the roof or ground? This tender for solar lights kits?Question 6: How many loads for one set system? Question 12: Is there any technical requirement power consumption per working hours? Question 15: How many kilowatt-hours per day do the solar panels need to generate?Question 16: How many days of power do you need for backup, Could you tell us the battery specification requirement?Question 17: Could you tell us whether the power of each load can be provided. Question 20: Under Section II: Schedule of Requirements, item number 4 in the table says "The peak power rating of the PV module shall be less than 350 W.". Could you give more specific power rating?Question 25:· number lights/bulbs· capacity of PV Module· number of hours of lighting· number of times for recharging phones per day· number of hours for operation of fans and other appliancesQuestion 27: is it correct that there is no specific a.) solar capacity, b.) battery capacity, c.) Runtime spec for all three products?Question 29: Can the solar panel be any power less than 350watt as long it can charge the battery fully? Answer 2, 3, 4, 5, 6, 12, 15, 16, 17, 20, 25, 27, 29: The products are standalone, plug & play systems for remote areas. Bidders shall propose products that are adequate in terms of PV rating, battery capacity and runtime for normal usage in Yemen context (i.e. charging during the day, use in the evening). Product performance will be a key consideration in the tender process, alongside price. Please refer to Section II: Schedule of requirements for details on all products categories, applications and usage. Question 7: Please extend the bid submission deadline to March 31,2020.Question 18: As so many specification need to be checked, please extend the bidding submission date to at least March 31.Question 26: can you please extend the deadline for more 3 weeks? Answer 7, 18, 26: The goods requested in this RFQ is required urgently, in case of extension bidders will be notified.Question 8: Will the goods require to be delivered to the end-users in 4 cities after customs clearance?Answer 8: Goods will be delivered to multiple warehouses in the 4 cities?Question 9: Please kindly advise on the payment method adopted for this project, is there any deposit or advance payment, and what is the proportion?Answer 9: Advanced payment is not allowed. Question 11: What is the estimated procurement quantity?Question 14: As the quantity 0-250,If the order quantity is only one unit ,it will need a high transport fee. So could you tell us the min order quantity.Question 19: After further reading of the tender documents, we noticed that there was no mention of quantities for the requested products. Would you be able to provide us with a forecast of the distributed volumes through this LTA?Answer 11, 14, 19: The minimum quantity to be requested from all categories per PO will be minimum 1,000 units. This quantity might be divided into different locations in the 4 cities and different categories. This shall form part of the official solicitation documents. Please be guided accordingly.

Answers 1 : The products shall be Fee-for-service or Pay-as-you-go (PAYG) enabled. These shall be in “unlocked” mode initially, but can be activated if sold to end beneficiaries based on credit. Initially, the products shall be fully operational without the need for payment, entry of codes, network connectivity, etc.Bidder kindly required to stick to the minimum requirement stated in Section II : Schedule of requirements This shall form part of the official solicitation documents. Please be guided accordingly.
