Description
Background
As part of its Outcome framework for 2009-2011, UNAIDS has a cross cutting strategy to “Improve country-by-country strategic information generation, analysis and use, including through the mobilization of novel sources”.  As concrete steps to facilitate the use of AIDS related data in countries and globally, UNAIDS has setup the following applications:
Country Fact Sheets – provides graphical and textual information on country’s performance based on indicators. 
Indicator Registry – repository of information on indicators to monitor AIDS epidemic. 
Global Response Data-warehouse – warehouse of UNGASS data collected since 2003.
Country Response Information System (CRIS) – Data collection and analysis tool for national and sub-national monitoring of programmatic indicators.

UNAIDS has gone through in-house consultations and assessment on data presentation needs by the users.  As a result of this process UNAIDS would like to create a ‘one-stop’ information technology system to consolidate, integrate and disseminate HIV/AIDS data. The aim is to use the data for more dynamic and innovative ways to analyze and present data from multiple perspectives, which would lead to enhanced performance management and measurement.  

On this basis, UNAIDS would like to produce an online (web-based) country factsheet by consolidating information from multiple systems, including data from UNAIDS global partners, into this single system, and presenting the data graphically and textually ‘on a single screen’.


Responsibilities

The Service Provider will report to a separately dedicated person in Response Monitoring and Analysis (RMA) team at UNAIDS. The activities to be carried out are:

Activity 1: Define technical specifications of the country factsheets
Together with the RMA focal point, technical specifications will be authored, documenting the functional and visual design of the country factsheets, and producing the test cases that will be the bases of the User Acceptance Testing (estimated 5 working days).

Activity 2: Develop the Country Factsheets according to the technical specification
The Service Provider will use the technical specifications (output of activity 1) to implement the country factsheets. The specific items of implementation are the country pages, the global navigation page, the motion charts, and the PDF export (estimated 55 working days).

Activity 3: Deployment, Configuration, and Integration into UNAIDS website
The interface of the country factsheets will be integrated into the UNAIDS website. The system must be deployed on a dedicated server, meant to (estimated 10 working days).

Activity 4: Routine maintenance and technical support of the Country Factsheets after release, based on feedback and needs of the users
Following the release of the Country Factsheets, the Service Provider will allocate a number of days for routine maintenance of the system, to provide support to the users, and to facilitate changes (estimated 2 working days per month until the end of the year = 10 days).

Outputs
a. Country web page factsheets, one for each member state (192 pages total);
b. Printable PDF factsheets, one for each member state (192 pages total);
c. 11 web based “motion charts” for the ten priority area indicators and one for EPI indicators;
d. Navigation world map to allow drill down to country web page factsheets;
e. Integration, deployment and configuration of final factsheet products;
f. System tested by specifications and for quality assurance;
g. Support and maintenance delivered;


Requirements for Service Provider

Professional with IT expertise in web development; Specific experience with web-widgets, Ajax, Flash, Silverlight desirable.
Thorough knowledge XML, HTML, CSS, Javascript, and Asp.Net, JSP, or PHP.
Good knowledge of data visualization on web; Specific experience with Google Visualization, Adobe Flex, Flash, or AmMap highly desirable.
Track record of Human Interface web-design, and visual graphic design;
Extensive experience with multi-lingual websites, specifically for French, Spanish, and Russian;
