RFP: Assessment Centre for UN Resident Coordinators, ACRC
A. PURPOSE
Request for Proposal
The United Nations Development Programme (UNDP), on behalf of the UN System, is soliciting proposals from qualified firms with experience in designing, developing and implementing Assessment Centres for the position of United Nations Resident Coordinator (UNRC). The purpose of the Assessment Centre is to assess the degree to which potential candidates possess the leadership competencies required for these positions. Currently, there are a total of 130 Resident Coordinator positions system-wide. It is expected that approximately 40 to 50 candidates will be assessed each year for these positions.
B. BACKGROUND
The Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level.
Within the RCS, Resident Coordinators, who also serve as UNDP Resident Representative, are funded and managed by UNDP, and lead UN country teams (UNCT) in more than 130 countries and are the designated representatives of the Secretary-General for development operations. The UNCT is composed of representatives of the UN funds and programmes, specialized agencies and other UN entities accredited to a given country. It could also include representatives of the Bretton Woods institutions (the World Bank and IMF). Working closely with national governments, civil society organizations, NGOs and donor organizations, Resident Coordinators and country teams advocate the interests and mandates of the UN system while drawing on the support and guidance of the entire UN family. Coordinating development operations promotes more strategic support for national plans and priorities, makes operations more efficient and reduces transaction costs for governments. This helps the UN to be a more relevant and reliable partner for governments.
