Purpose of the contract

The general purpose of this consultancy is to support the Health Law and Ethics Unit in assisting  Member States of the Western Pacific to strengthen legal frameworks to achieve health in the Sustainable Development Goals.  Specifically, the consultant will support (1) the development of a draft regional action plan on protecting children from the harmful impact of food marketing; (2) follow-up activities in countries to implement recommendations in the WHO Western Pacific regional action agenda on Strengthening Legal Frameworks for Health in the SDGs.

Background

At the 68th session of the Regional Committee for the Western Pacific in October 2017 (RC-68), Member States passed a resolution on Protecting Children from the Harmful Impact of Food Marketing (WPR/RC68.R3).  The resolution requests WHO to support Member States in protecting children from harmful impacts of food marketing by, inter alia, developing a regional action plan.  As highlighted in the technical background document annexed to the resolution, legal frameworks will play an essential role in the action plan.  The draft action plan will initially be developed by experts, then further revised based on inputs from Member States.  Pending confirmation of the agenda at the 69th Regional Committee session in October 2018 (RC-69), the draft action plan will be presented for endorsement by Member States at the 70th Regional Committee session in October 2019 (RC-70). 

At RC-69, WHO will present a regional action agenda on strengthening legal frameworks for health in the SDGs for endorsement by Member States.  The action agenda will provide guidance to Member States on how to more effectively strengthen legal frameworks for health by prioritizing action areas, improving processes, and enhancing capacities of stakeholders, including at the local level.

Under the direct supervision of the Technical Officer, Health Law and Ethics, Division of Health Systems, WPRO, the consultant shall:

Output/s

Output 1: Draft regional action plan on protecting children from the harmful impact of food marketing

Deliverable 1.1: Coordinate with experts to develop draft document (1st draft)

Deliverable 1.2: Support organization of Member State consultation on draft document

Deliverable 1.3: Incorporate Member States inputs into draft document (2nd draft)

Output 2: Regional Action Agenda on Strengthening Legal Frameworks for Health in the SDGs

Deliverable 2.1: Develop concept note on mechanism for supporting Member States in strengthening legal frameworks for health at local levels.

The selected contractor will work on the supervision of:

Specific Requirements

- Qualifications required:         
University and/or post-graduate degree/s (a) in law and (b) in public health or medicine.

- Experience required:
Minimum of three (3) years’ work experience in public health law, including health systems administration, health systems strengthening, legal reform for health; work at local/country/regional/international level(s) preferred, work with government(s) and/or at intergovernmental organization(s) preferred.

- Skills / Technical skills and knowledge:

Ability to review legal instruments, and draft technical papers, concept notes, and reports; ability to prepare and deliver presentations to various stakeholders; and ability to organize technical workshops.

- Language requirements:

Fluent knowledge of English (reading, writing, speaking) is required.

Medical Clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel

The contractual partner may be requested to undertake overseas/foreign travel as part of the engagement. The specific destinations cannot be foreseen at the start of the engagement.

While the place of assignment is principally in Manila, some within country travel is potentially foreseen due to the nature of the work but is not yet determined at this point.
