Feasibilty study on the construction of parking facilities within the Palais des Nations permises.
The purpose of this Request for Information (RFI) is to provide UNOG with sufficient information on potential and qualified companies, corporation and foundations with relevant experience which could be interested in investing in parking facilities construction, maintenance and management as outlined in the specifications below. UNOG is considering outsourcing the construction and management of these facilities on a self-sustained basis to a third party capable of carrying out the works and suggesting proposals to meet the Organization's expectations in terms of parking usage. Consideration is being given to build parking facilities in one of the proposed parcels within the Palais des Nations perimeter (see space planning attached). These facilities can either be a fully underground, partially underground or a surface structure with capacity to provide safe and efficient passage of automobiles for UN staff members as well as public users to and from their vehicles. It is estimated that there would be a moderate daily turnover, and an estimated capacity of 1500, 2,000, or 2,500 vehicles depending on cost / return analysis, 150 motorcycles and 50 bicycles. If the project proceeds, it is envisaged that a contracted company will be responsible for all labour, supervision, materials, tools and equipment required for the design and execution of the Work. Subject to the agreement and approval by the parties, various options might be envisaged. However, the parking structure should not dominate the site. Through a combination of planning, architectural, and landscaping elements, the visual impact on the surrounding area shall be minimized while providing direct pedestrian access for UN users to the buildings. As part of this RFI, UNOG will organize a non-mandatory site visit followed by a business conference at the Palais des Nations, Geneva, Switzerland, on Monday 12 March 2018 at 10:30 am Geneva Time (Maximum two staff per company). To allow sufficient time for security processing, interested companies are requested to arrive 15 or 30 minutes early at the Pregny gate. In addition, extra time should be taken into account for parking vehicles outside of the Ariana Park. All enquiries related to this RFI, including request for information and clarifications, are to be directed, in writing, to the Case Officer indicated above. To confirm your ongoing interest in this project, please return the attached form, duly completed and signed, via e-mail no later than 15 April 2018, 03:00pm, incorporating your suggested solutions to build a parking system which will help the Organization to optimize the space and replace some of the existing parking lots within the Palais des Nations.
