Description
1. The UNPD Regional Procurement Office (RPO), hereby invites qualified vendors to submit their Expression of Interest for the Provision of Fare Audit Services to RSCE.
2. The objective of this fare audit is to provide a check and balance system that maximizes the efficiency and cost effectiveness in providing UN with the lowest airfares available in the market, within the UN travel policy.
3. The audit will consist of reviewing all Passenger Name Records (PNR) in accordance with the UN’s travel policy and negotiated airline rates, all done on a “real time” basis. The findings will be uploaded to an online reporting system each day for a designated UN representatives to access.
4. The travel agency will queue 100% of the reservations made each day. The audit will consist of a multi-part sequence. The first step of the audit is to determine if the fare booked is the lowest for the chosen itinerary. That means the travel agency must store the lowest fare and apply the correct discount.
5. If the reservation passes the first test, Fare Audit will then search for the lowest fare (within the Company’s travel policy) on an alternate itinerary.
6 If any lower fares are found, Fare Audit will document the reservation and queue back to the travel agency for correction.
7. The Consulting Firm shall provide online reports that at a minimum includes but not limited to the following:
a) All fares which were audited;
b) Number of tickets and savings occurred by way of reissuing at a lower fare;
c) All fares which were found to be above the average fare available at that time of booking;
d) Calculate the number of such occurrences against the total number of tickets during the audit period as a percentage;
e) Market share of airlines (number of tickets and revenue) per origin destination pairs.
8. This contract for provision of fare audit with Consulting Firm will be valid for a period of one year and during this period the Consulting Firm will be engaged 2 times for expected periods of 4-6 weeks each. The estimated number of tickets to be issued during this audit period are between 2700-4000.
9. Companies interested in providing the above services are invited to submit their EOI, along with the following documents:
a) Company’s address, contact person, telephone/fax numbers and e-mail
b) Company’s registration number (if already registered with UN) and UNGM registration number (www.ungm.org)
10. As you express interest in the planned solicitation by submitting the response form, please verify and ensure that your company is registered under its full legal name with the UN Secretariat on the United Nations Global Marketplace (www.ungm.org).
11. Note that companies that have previously submitted EOI for similar services with UN must re-submit full documentation as detailed above.
12. Please note, this is not an invitation for submission of bid or proposals. Its purpose is to identify companies that would be interested to participate in the solicitation when issued.
13. The UNPD/RPO will examine the outcome of this request for EOI and will consider those companies that have expressed their interest providing the required information as to their ability to fulfill UNPD/RPO’s requirement.
14. The UNPD/RPO reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued. The tender and any subsequent commitment to contract will be issued in accordance with UN rules and regulations.
15. The expressions of interest (EOI) may be submitted by mail clearly marked with the inscription “Expression of Interest - For the " Provision of Fare Audit Services to RSCE" and sent to the following address to be received no later than 14 March 2017.

16. EOIs not addressing the above criteria to the satisfaction of UNPD/RPO shall not be considered for the solicitation to bid, if and when issued. UNPD/RPO reserves the right in selecting the invitees for the solicitation and mere expressing and interest would not automatically warrant for solicitation document.
