OCR tool for language documents - Georgian Optical Character Recognition (OCR) Software.

SUMMARY SCOPE OF WORK

It is anticipated that the International Criminal Court (ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation for the provision of a Georgian OCR Software.

In this connection, the ICC is requesting expression of interest from qualified firms.

High level Information

The International Criminal Court is a non-profit organization that has its mandate to provide justice against Genocide and crime against humanity around the globe. In carrying out its mandate, the court is interested in acquiring Georgian OCR software.

Solution high level requirements.

ICC is looking to acquire a solution that will meet the following high level requirements:

•            Support for Georgian (Kartvelian)  languages – Required;

•            Software is delivered as a standalone package – Required;

•            The input format is required to be PDF, other formats are considered optional;

•            The output of a tool should be either a searchable PDF or a separate txt file that represents the OCR layer of the original document – Required.  Other output formats are optional;

•            The tool should be able to generate OCR-ed layer for mixed language documents that contain text in Georgian, Russian, and English – strongly preferred.  Other languages are optional;

•            The software should allow for batch OCR-ing of multiple documents at once instead of providing a capability to OCR one document at a time - preferred;

•            The tool Should allow for adjustments in OCR quality (lower quality setting should produce an OCR faster, higher quality setting could produce a potentially better OCR layer more slowly);
