UNICEF Ethiopia wishes to request eligible bidders to participate in a Request for Proposal to- stablish a Long Term Agreement (LTA) for deep borehole drilling in Afar, Somali, Oromia and SNNPR regions of Ethiopia.
Duration: for 12 months (plus additional 12 subject to satisfactory performance)
Background: As a result of the poor performance of the 2015 Belg rains drought conditions affected communities in most parts of Somali, Afar, Oromia, Amhara, SNNPR, and Tigray regions. The problem is attributed to prolonged dry season and subsequent decline in water level of constructed schemes including drying of rivers, springs and ponds followed by non-functionality of water supply systems due to over utilization of schemes. Communities were, therefore, forced to use unprotected water sources and walk long distances to collect water. Due to water shortages, sanitation and hygiene conditions were poor contributing to increase in water related disease outbreaks. According to the HRD, over 5 million people requires emergency WASH assistance in 2016.
The WASH sector is providing development based emergency response activities focusing on maintenance and rehabilitation of existing water sources, upgrade of non-functional water supply schemes, drilling of new boreholes with chronic water insecurity, provision of household water treatment chemicals and hygiene promotion activities and water trucking at the last resort for limited period of time and with proper exit strategy.
The purpose of the assignment: To provide sustainable water supply by drilling, construction and installation of deep boreholes in Afar, Somali, Oromia and SNNPR regions of Ethiopia.
Minimum Equipment, Facilities and Personnel
The Contractor is responsible for providing all equipment, materials and personnel necessary to successfully complete the contracted number of boreholes in whatever geological conditions that are found to exist. The Client shall not be held responsible for any delays or costs incurred in mobilizing additional equipment, should the equipment originally mobilized prove insufficient or inadequate for the work specified in the contract.
