Provision of SCOPE related Equipment, Support and Maintenance Services

The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger. In emergencies, WFP gets food to where it is needed, saving the lives of victims of war, civil conflict and natural disasters. After the cause of an emergency has passed, WFP uses food to help communities rebuild their shattered lives. On average, WFP aims to reach more than 90 million people with food assistance in more than 70 countries. About 12,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.

WFP is exploring new ways to address hunger and developing new systems, processes and tools to deliver assistance in our global operations. Distributing assistance in the form of cash or vouchers is one way the organization is expanding our programmatic toolbox.  To enable this change WFP has developed an open-source platform called SCOPE that improves our distribution management as well as the delivery of new types of assistance like cash and vouchers.

Our aim is to scale-up this platform to serve millions of beneficiaries across all of WFP’s countries of operation enabling them to manage distributions more efficiently and to access the multiplicity of financial services and transfer technologies such as mobile banking, smartphones, smart cards, point of sales (POS) terminals, registration of beneficiaries equipment etc.  We envisage this platform to remain flexible enough to support the needs across WFP operations, its implementing partners and potentially host governments.

WFP’s goal is to increase the rapid deployment and reduce the TCO of SCOPE systems by establishing a corporate purchasing mechanism and also use this as a tool to drive hardware and software standardization.  Individual country offices should be able to select items and/or services required from a predefined list.  These items will then be delivered to standard WFP specifications, including configuration of operating system whether required and be delivered to the local country office directly.  If support is required, e.g. warranty repair, this should be addressed with the local representative of the manufacturer.

The hardware manufacture we are looking for are FAMOCO and SAMSUNG.

WFP hereby seeks and invites to pre-qualify interested reputable suppliers, or other technology companies with a strong experience equipment/Hardware deployment and maintenance/support services, to express their interest by contacting WFP through the following dedicated e-mail address: hq.tenders@wfp.org not later than January 22, 2016 by 16:00 hours (Rome time). Potential suppliers, who have expressed interests, might be requested  to complete and furnish filled in questionnaire which will be used at pre-qualifications stage prior to the competitive tendering process participation. Further instructions will be communicated in a due course.

Eligible suppliers, who meet all of the pre-qualification criteria, may be invited to participate in a competitive tender exercise (RFP).
