Description

The purpose of this RFI is to gather ideas from the industry for the most efficient infrastructure of ICT systems for the United Nations Joint Staff Pension Fund's (UNJSPF or the Fund) investment operations and to identify potential providers of IBOR (Investment Book of Records), ABOR (Accounting Book of Records), and Financial Data Warehouse.  The Investment Management Division (IMD) of the Fund seeks to enhance its operating model by identifying and implementing best industry practices and/or solutions for an integrated information technology infrastructure for Investments (including business applications and business/data workflows). The  enhanced ICT infrastructure for Investments should allow the Fund to:
1. Improve operational efficiency;
2. Implement a full straight-through processing of transaction data;
3. Improve management and maintenance of financial data including market data, reference data, corporate actions, and investment transaction data;
4  Provide real-time view of positions (including cash) across account groups with drill-down functionalities from real-time positions to transactions and corporate actions and real-time portfolio valuation capabilities; 
5. Enhance accounting for all investment activities based on IPSAS or IFRS;
6. Enhance investment risk management as well as better manage operational risks,

The requested systems are expected to provide:
1. Investment Book of Records (IBOR) that will allow the Fund to have a reliable real-time view of positions and cash balances for each single portfolio, each group of accounts, and across the whole Fund. IBOR should allow the drill down from each position to the level of underlying transactions and corporate actions. IBOR will enable intra-day MTM valuation of all assets.
2. Accounting Book of Records (ABOR) that will be integrated with Investment Book of Records (IBOR), if not yet integrated, and will allow the Fund to perform MTM valuation of all assets, calculate P&L, and other accounting values both on intra-day and end-of-day basis. The integrated IBOR and ABOR will serve a major reference point across all accounting and portfolio processes and will help the Fund monitor transaction, valuation and audit data. ABOR should support multi-basis, multi-currency accounting and reporting.
3. Financial Data Warehouse that will contain security reference data, issuer reference data, pricing, credit ratings, corporate actions, and FX rate data. Financial Data Warehouse will come with the tools and reports allowing the users to acquire, cleanse, and reconcile the reference data originating from multiple data sources.

This RFI will also serve to conduct market research to identify firms capable of providing such systems for the Fund's investment operations. This market research shall be conducted at NO COST TO THE UNITED NATIONS. This announcement is a Request For Information (RFI), not a solicitation for proposals, and accordingly, no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Industry responses, as a result of this announcement, shall focus on providing recommendations as detailed below. Information provided in the RFI may be used by the United Nations in acquisition documents.
