REVISION 1 ISSUED TO EXTEND CLOSING DATE AND INCORPORATE CHANGES IN SPECIFIC REQUIREMENTS (REFERENCE EOIUNAMA11161): 1. UNAMA hereby invites companies to express their interest and provide requested supporting information to demonstrate their eligibility to participate in upcoming bidding exericse for the provision of Patrol and Explosives Detection Dogs (P/EDD) K9 services for the searching of vehicles, aircraft, cargo/containers, luggage at entry control points (ECPs), conducting open area and building/warehouse searches, and conducting patrols at four (4) UNAMA locations in Kabul, and one (1) location in Kandahar, Afghanistan. 2. It is intended to establish a new contract by the projected date of 1 March 2016 including upto 90 days of mobilization period. The intended term of contract(s) shall be for a period of two years, with UNAMA’s sole option to extend for another two years in one or more increments. 3. A P/EDD team is defined as one handler and one canine. There will be at least one International canine handler per post. Details for the requirement will be provided in the solicitation documents to the invited vendors later. Proposers will ensure that an adequate number of P/EDD teams are available to cover leave rotations, holidays, weekends and sickness at all times during the Contract term. All costs related to the above shall be included in the cost of each P/EDD post. 4. UNAMA shall provide the following for P/EDD teams: i. Radio Communications (compatible with UNAMA Security elements); ii. Guard shack/shelter for proper protection of on-duty P/EDD teams; iii. Environmentally controlled area for canines during their rest period; and iv. Land line between guard post and UNAMA security operations; 5. The Contractor shall be provided one office, a Dect Phone and one internal telephone line at each operating location, for the administration of the Contract and to facilitate the interaction with the UNAMA Operations Centers in these premises as well as with the Joint Operations Center (JOC). UNAMA will ensure an adequate environmentally controlled rest area for the canines is provided at each P/EDD post. UNAMA will not provide office computers, office equipment, office supplies, etc. to the Contractor. Any necessary office equipment and supply shall be provided by the Contractor at its expenses. UNAMA will not provide vehicles to the Contractor, which shall be provided by the Contractor at its own expenses. Contractor is solely responsible for all transportation of K9 teams and kenneling of the canines. However, when feasible, UNAMA will assist, at cost, in the air transport of P/EDD teams between Kabul and Kandahar. 6. Proposers shall be expected to provide in the proposal a breakdown of the total number of proposed P/EDD teams by position, nationality, age, education level, previous experience, and highlight the number of staff currently employed or that would be employed for the performance of the Contract. All P/EDD teams provided by the Contractor shall be fully qualified and certified in accordance with industry standards. 7. Proposer will also be expected to provide at least three references with their proposal, and at least two (2) references will be international / military/ diplomatic entities. 8. The successful contractor and its employees are to be aware of the following: a) that prima facie they do not enjoy UN privileges and immunities; b) that their actions may be subject to the relevant provisions of local and international law, with possible civil and criminal consequences; and c) Appropriate insurance coverage is required to completely indemnify and keep the UN indemnified from any and all claims arising from the performance of the contract, including from the result of the use of lethal force. d) Contractor’s employees working at UNAMA offices and premises shall be insured by the contractor. 9. Mobilisation: Up to 90 days for complete deployment to all locations will be considered technically acceptable by UNAMA. 10. Equipment. The Contractor shall be responsible for ensuring K9 handlers have all required equipment necessary to effectively perform all functions for the post, to include uniforms, weapons preferably a 9mm Pistol (for international handlers who are weapons qualified), leash, choke chain/flat collar, reward and kennel crate. UNAMA will provide hand held radios for each K9 unit post to ensure integration with the UN Emergency Communication System (ECS). 11. In some instances, UNAMA may be able to provide accommodation for P/EDD international handlers at its location/s except for the UNAMA Terminal site in Kabul. In these instances, UNAMA may also allow the Contractor to kennel it’s canines on assigned compounds. 12. This notice is issued only to allow companies/Organizations to express their interest; it does not constitute a solicitation. Submitting an EOI does not automatically guarantee that a company will be considered for receipt of the tender. UNAMA reserves the right to change or cancel its requirement at any time.
