I. FIRST REQUIREMENT - RADIO BROADCAST OF SPOTS AND PROGRAMMES THROUGHOUT HAITI MINUSTAH is seeking the services of a Contractor to broadcast radio spots and programmes, on selected radio stations (25) in Port-a-Prince and throughout regions of Haiti. The Mission is seeking to establish a non-exclusive Contract for an initial period of 1 (one) year with the option of extensions for additional 12 (twelve) months periods, subject to extension of MINUSTAH’s mandate, availability of funds and satisfactory performance of the Contractor. MINUSTAH is seeking to outsource the following: 1. Airtime to broadcast various radio spots totalling a maximum of 2016 (two thousand and sixteen) broadcasts per year for 2 (two) spots campaign per month through the whole 25 (twenty five) networks or a regional selected radio stations depending of the geographical target of the campaign. Each spot campaign is broadcast 3 (three) times a day per station (3 broadcasts daily x 7 days x 4 weeks x 12 months). Each spot length is maximum 60 seconds; 2. Airtime to broadcast various thematic weekly radio programmes in magazine format, totalling 52 (fifty two) programmes per year. Each programme would be broadcast on each of the 25 (twenty five) radio stations for a maximum of 40 (forty) minutes. The radio programmes format is broadcasted at a particular time on a particular day of a week (some or many formats of radio are included in a radio magazine. These may be features, talks, discussions, interviews, reviews, music etc. Radio Magazine programmes are generally broadcast for a special or specific audience. As the name suggests, a specific audience refers to listeners with specific needs, topic [referring to thematic magazine]. MINUSTAH radio magazine could be for elections, development, children, women, youth or on health, sports, science, environment or music); The Contractor shall ensure that the selection of radio stations takes into account geographic and wide listening/viewership coverage. This implies that the Bidder/Contractor shall select at least one (1) radio station per region that has the largest audience and the largest geographical coverage. II. SECOND REQUIREMENT - TV BROADCAST OF SPOTS/AUDIO-VISUAL MATERIALS, TV PROGRAMMES AND/OR OTHER AND TV DEBATES/PROGRAMMES THROUGHOUT HAITI MINUSTAH is seeking the services of a Contractor to broadcast TV spots and programmes, on a minimum of thirteen (13) selected TV stations, in Port-au-Prince and throughout regions of Haiti. the Mission is seeking to establish a non-exclusive Contract for an initial period of 1 (one) year with the option of extensions for one (1) additional twelve (12) months period, subject to extension of MINUSTAH’s mandate, availability of funds and satisfactory performance of the Contractor. MINUSTAH is seeking to outsource the following: 1. Airtime to broadcast various TV spots/audio-visual materials totalling up to ninety (90) per year. The spots/audio-visual materials shall be broadcasted on a minimum of thirteen (13) TV stations throughout Haiti; four (4) campaigns per year & each campaign will have three (3) spots broadcasted per day x five (5) days a week x three (3) weeks per month. A TV spot/audio-visual materials is between 30 to 90 seconds long. 2. Airtime to televise various thematic weekly TV programmes (Pote Kole) and/or other totalling thirty six (36) per year. The TV programme is 15 minutes long, and shall be broadcasted on each of the minimum thirteen (13) TV stations. 3. Airtime to broadcast various thematic TV debates/ programmes related to the Mandate of the Mission; ten (10) monthly thematic TV debates of sixty (60) minutes in length called “Sa ou di nan sa” and/or other programmes shall be broadcasted on each of the minimum thirteen (13) TV stations, once a month, including six (6) additional special TV debates. The Contractor shall ensure that the selection of TV stations takes into account geographic and wide viewership coverage. This implies that the Contractor shall select at least one (1) station per Department that has the largest geographical viewership. III. THIRD REQUIREMENT - TV BROADCAST OF PROGRAMME "POTE KOLE" AND/OR OTHER AND TV DEBATES "SA'W DI NAN SA"/PROGRAMMES ON TV STATIONS IN THE DIASPORA MINUSTAH is therefore seeking the services of a Contractor to broadcast the TV programme “Pote Kole” and TV debates, on six (6) selected TV stations (minimum) in the United States of America (USA) and the Caribbean. the Mission is seeking to establish a non-exclusive Contract for an initial period of 1 (one) year with the option of extensions for one (1) additional 12 (twelve) months period, subject to extension of MINUSTAH’s mandate, availability of funds and satisfactory performance of the Contractor. MINUSTAH is seeking to outsource the following: 1. Airtime to televise various thematic weekly TV programmes (Pote Kole) and/or other totalling up to 36 (thirty six) per year. The TV programme is 15 (fifteen) minutes long, and would be broadcasted four (4) times a month in the following cities in the USA: 1.1. New York 1.2. New Jersey 1.3. Boston 1.4. Miami 1.5. Orlando as well as in the below the Caribbean countries: 1.6. Haiti 1.7. Martinique 1.8. Guadeloupe 1.9. Bahamas 1.10. Turks and Caicos 1.11. Curacao 2. Airtime to broadcast various thematic TV debates (Sa’w di nan sa)/programmes totalling of 10 (ten) related to the mandate of MINUSTAH (each sixty (60) minutes in length called “Saw di nan sa”) will be broadcasted on the selected TV stations referenced above, once a month, including six (6) special TV debates. The Contractor shall ensure that the selection of TV stations in the USA (New York, New Jersey, Boston, Miami and Orlando) as well as in the Caribbean (Haiti, Martinique, Guadeloupe, Bahamas, Turcs and Caicos, Curacao), takes into account geographic and wide listening/viewership of the Haitian diaspora. This implies that the Bidder/Contractor shall select at least one (1) station per region/country that has the largest geographical viewership.
