The United Nations Office on Drugs and Crime (UNODC) invites qualified vendors to express their interest in participating in a competitive solicitation process for the supply and delivery of semi-armored patrol and interception vessels in support of UNODC activities in Haiti. Background: The UNODC Global Maritime Crime Program seeks to enhance the capacity of the Haitian Coast Guard by equipping them with high-quality, semi-armored patrol vessels and related accessories to strengthen maritime security operations. Key Specifications and Components: The requirement includes the provision of two (2) patrol and interception vessels, which must be semi-armored with a naval aluminum hull and ballistic protection designed to withstand threats commonly encountered in maritime security operations. Each vessel must feature light ballistic shielding for the console and removable ballistic panels for added versatility. The vessels, equipped for patrolling and police interception, should include high-performance outboard engines delivering speeds of up to 45 knots, robust maneuverability in challenging sea conditions, and self-draining decks. Additionally, the vessels must integrate advanced navigation and communication systems, ensuring operational effectiveness in coastal and riverine environments. Compliance with international standards such as ISO and DNV certifications is mandatory, and all vessels must be delivered with reinforced transport trailers and complete warranty provisions. Scope of Requirements: The procurement involves: • Supply and delivery of semi-armored patrol vessels that meet the technical specifications outlined in the solicitation document. • Compliance with mandatory requirements, including performance warranties, technical certifications, and related services. Requirements: As part of their technical submission, invited vendors shall demonstrate their ability to deliver the vessels in accordance with the specifications outlined in the solicitation documents (when published). Vendors shall comply with all stated requirements, including: • Certification standards for patrol vessels as defined in the solicitation. • Warranty provisions covering structural and operational aspects. • Delivery within 365 calendar days from award of the resulting contract. Eligibility may include compliance with the following criteria: 1. Be registered with the UN Global Marketplace (UNGM) at Level 2. 2. Provide evidence of expertise and past experience in manufacturing and delivering patrol vessels or similar equipment. 3. Submit documentation confirming compliance with the technical specifications and certifications required by the solicitation document. Expression of Interest Submission: Together with their expression of interest, vendors are requested to submit the following information: 1. Company profile detailing relevant expertise and capacity to deliver the required goods. 2. Certification documents, including compliance with ISO, DNV, ABS, or equivalent standards. 3. Reference projects showcasing previous experience with patrol vessels or similar equipment.
