New clarification added: Dear Respective bidders,Please kindly find the below clarification questions and responses from UNOPS for your reference in preparation of your proposals: Question 1: Could you please clarify whether the submission on the eSourcing platform must be made by the lead organization of the consortium, or if a JV member can submit on behalf?Response 1: Reference to the procurement manual clause 3.1, it is clarified that in the case of JVs or consortiums, at least the leading member must be registered in UNGM to submit a bid. Subsequently, if selected, all payments will be made to the bank account of the bidder who made the submission in our system, as it is integrated with our payment system.Question 2: We kindly request an extension of the deadline to submit our offer. This additional time will enable us to ensure that our proposal meets your requirements and reflects the high standards we strive to maintain.Response 2: Given the urgent need for this project, we could not extend the deadline for submitting proposals.

New clarification added: Question: It was a pity that we could not attend the prebid meeting today. However, we hope that there is still time for questions and clarification.We are interested in applying for the RFP/2025/56155 with a Philippines-based organisation. Could you please confirm that an international non-government entity is eligible to lead a consortium for the RFP/2025/56155?Response: Refer to tender document section I: Instruction to Offerors, clause 4 on the Offerors Eligibility ; All legally registered both public and private are eligible to submit a bid provided that they do not have any conflict of interest nor fall under ineligibility list as detailsed in this clause no.4.The instruction to offerors have been uploaded along with tender documents.NGOs legally registered can take a lead of a consortium and submit their proposals in reply to the tender with reference RFP/2025/56155.In response to your querries related to clarification time, UNOPS allows the bidder to raise their question or concern through our eProcurement Portal up to 17 Mar 2025.
