Does this page limit apply to the entire proposal (including company brochures, previous project summaries, team members' CVs, etc.), or does it only apply to the Methodological and Technical Approach section?UNOPS Response:The page limit applies only to the technical proposal (Methodological and Technical Approach section).

New clarification added: Question:Regarding internal displacements, will the organization provide a car, or will it be possible to share vehicles with local representatives of SEforALL or UNOPS?UNOPS Response:In general the bidder will need to provide their own transport and vehicles. Security on these missions will be the sole responsibility of the bidder, but SEforALL will support where/if it can.Regarding Uganda, neither SEforALL nor UNOPS will be attending the site visits with the bidder. In terms of entry to the refugee settlements in Uganda, SEforALL, with support from the grantee if necessary, will ensure any access or authorisation requirements are met.

New clarification added: Question:Regarding the publication of the press piece in at least five media outlets in each country, will it be allowed to pay for publication if necessary?UNOPS Response:If additional payment might be required for publication, the budget for this should be included as part of the bid.

In the case of a joint venture, will the combined experience of both companies be considered to meet the five-year requirement, or must each company individually have at least five years of experience.UNOPS Response:In case of a joint venture, the lead company must have the required experience of at least five years.

New clarification added: Question 1:Will the contractor have to deal with all in-country logistics?UNOPS Response: YesQuestion 2:Where and if required, can UNOPS provide invitation letters if team members need to be brought it?UNOPS Response: This can be considered on a case-by-case basis.Question 3:We are required to quote including travel expenses. What happens if we have made travel arrangements, but a grantee has not completed its project activities yet?UNOPS Response:Yes, the bidder needs to include travel costs in the quotation.The site visits will be planned to ensure that project activities are completed before the comms site visits.Question 4:Just like question three, we see that for Madagascar an inauguration event will take place. If this is confirmed or changed very late, additional costs might be incurred.UNOPS Response:The site visits and inauguration events will be planned to ensure that project activities are completed and to avoid late changes in plans and timings.Question 5:For all packages, securing in-country media coverage is requested. Does this mean 5 different media outlets?UNOPS Response: Yes, we want to get the project as much publicity as possible.Question 6:For the same media coverage; usually press releases are sent to media outlets (together with contextual materials like written stories, video and photography). The media outlet will decide whether to place it or not. If they do, they might not communicate this to us (even though we request this). Securing these publications is largely not in our hands, as we are not the deciding party on the publications. Normally, we work with an amount of submissions to media outlets. For example, 10 submissions are made to media outlets, of which perhaps 2-8 might publish something. We propose a similar approach. If UNOPS seeks securing these publications with a guarantee, we’d have to invest a lot of more hours to be able to guarantee it. Also, the time required for this would be way longer, as news outlets will not publish based on our agenda.UNOPS Response: We are looking for bidders who have written, edited and published at least 3 press pieces in media outlets in the respective countries, to demonstrate the bidder’s ability to get media coverage and their strong media connections. We recommend identifying 7-8 outlets and emailing them the press piece to achieve the target of getting coverage in 5 outlets. Question 7:Under 4.2, item 6.3 it is mentioned that final products need to be both in landscape and portrait format. We assume this is only for video, and if so, only for deliverables 4.1; 3 (short edited videos) and 5 (shortform video).UNOPS Response: We require content that can be easily adapted across different platforms. To ensure this, we need a good mix of landscape and portrait formats of both photos and videos. Question 8:Will someone from UNOPS Vienna be present at the on-site recordings?UNOPS Response: No in general, although in Madagascar the Country Coordinator will be present at some of the inauguration events.
