New clarification added: Can the Offeror propose additional non-key personnel? If yes, do we have to prepare a CV for each personnel? Or is the CV required just for the Team Leader? The offeror may propose additional non-key personnel as long as it is relevant to the exercise. A CV for all proposed personnel is required.Is there a page limit for Form C technical proposal? There isn't any specific page limit, however we request the submission to be short and concise.Is there a conflict of interest if the Offeror has an existing contract award with SEforALL? We are currently working in Sierra Leone for SEforALL - Project Management Services to Support the Electrification Programme of 11 Hospitals in Sierra Leone with Renewable Energy Solutions. There is no conflict of interest in such a caseDoes the potential award of this assignment prevent the Offeror from participating in related follow-on projects?No, the award of this assignment does not prevent the winning bidder from participating in future projects, unless a clear conflict of interest arises.Is the Offeror required to submit a Statement of Exclusivity and Availability Form for all proposed personnel (key and non-key)? New clarification added: 25. We are various companies planning to submit a bid as a joint venture. How should we apply for a UNOPS tender on the eSourcing system?First, please make sure to fill in the Joint Venture Partner Information Form as part of the returnable documents/forms of the tender. On this document please clearly state the leading partner of the joint venture. The bid/proposal, including all documentation requested should be then submitted in the eSourcing system using the UNGM account of the leading partner, because if awarded the contract, it will be the leading partner that will be contracted by UNOPS (on behalf of part of the joint venture).However, we are not able to find the joint venture form for this submission..In addition, the previous link yo uhave shared based on the prior request for clarification does not work. Please find Joint Venture Partner Form and eSourcing user guide under documents section. We have added them.

New clarification added: Dear Procurement Team,We would like to submit the following questions for clarification regarding RFP/2025/55524: Given that the contract is expected to be awarded on March 27, 2025, when is the anticipated project start date? The project is expected to start right after the contract is awarded and signed, hence by March 31st.Regarding project expenses, is the selected consultancy firm required to submit expense reports, particularly for travel-related costs, even though the contract is structured as a fixed-price agreement? SEforALL will reimburse the Contractor for reasonable and customary expenses including but not limited to taxi fare, operating expenses, economy fare flight tickets, meals and lodging incurred by the Contractor during site visits, up to the maximum amount as per the submitted budget for travels.Do you have a list of the main cities where the healthcare facilities to be covered by the study are located? This information would help provide a more accurate estimation of travel costs. The consultancy firm/consortium shall estimate the costs for site visits based on a methodology that ensures representation of all health facilities in DRC across the sample of at least 40 sites. The final list of sites will be finalised and approved with the selected firm/consortium during the inception phase.Given the current security situation, are you considering adjusting the geographical scope of Eastern DRC as initially outlined in the RFP? We would be sincerely grateful if you could consider extending the deadline, as unforeseen circumstances have arisen that require additional time to ensure the highest quality of work. Additionally, we would appreciate any possibility of receiving the answers before the deadline for clarifications.Response: The submission deadline cannot be extended at this time2. Regarding "The selected consultancy firm/consortium will need to visit a sample of at least 40 health facilities with 10 facilities in each zone (West, East, Southeast, Equator) ": a. If we understand correctly the specific visits will be defined during the first tasks of the consultancy. Such lack of definition of the location of sample sites to visit at this stage can lead to a significant diversity of hypotheses among bidders regarding reimbursable costs of the financial offers. Can you please consider or confirm that financial offers should not include the reimbursable costs of field visits, or that the estimate of such costs will not be used to allocate the financial scoring?Response: The financial offers must include the reimbursable costs. The consultancy firm/consortium shall estimate the costs for site visits based on a methodology that ensures representation of all health facilities in DRC across the sample of at least 40 sitesb. Do you have an estimated budget considering travel logistics, security and the other costs for the visits?Response: An efficient costing methodology, considering the factors outlined in the question, could inform estimated budget figures for reimbursables, although specific figures cannot be shared.3. The TOR mentions "healthcare facilities" without being specific about the categories or types targeted by the study; there is however some specificity in the "facility mapping" Task explanation: "primary" level is mentioned. Can you please confirm and specify the scope, in terms of "health facility" category or type, to be targeted by the Roadmap? Do you have an estimated number of the type of "health facilities" targeted by the study?Response: The market assessment and roadmap should target all health facilities in the country. According to the open-source CEAT tool, there are currently 14,700 health facilities in the country, with around a third being off-grid. However, these figures will need to be verified during project implementation.
