New clarification added: Q9:As per the open online sources, medical devices are allowed for use in Uzbekistan only after state registration in accordance with the law of the Republic of Uzbekistan "On medical devices and pharmaceutical activity". Please clarify if the required goods must be registered in Uzbekistan as medical devices. If so, please confirm that this registration will be done by the UNOPS.  We learnt online that according to the Uzbek legislation the National state registration procedure on a medical device should be conducted within 120 to 155 days depending on the type of a medical device or equipment without consideration of the time for preparation of responses to requests. If any registration is needed prior to the delivery, please extend the delivery time accordingly.  A9:As per the clause 1.2. of the Annex #3 to the Draft Contract for Goods uploaded in the Documents section of the ITB, if applicable, Certificate of Registration/ Authorization/ Waiver for the import and use of the medical devices from the health regulatory authorities of the Republic of Uzbekistan (State Center for expertise and standardisation of medicines, medical devices and medical equipment under the Ministry of Health of the Republic of Uzbekistan” (hereinafter referred to as “Uzpharm Control'') and Sanitary & Epidemiological Welfare and Public Health Committee of the Republic of Uzbekistan (hereinafter referred to as “SES”), must be obtained by the Supplier. For more information on registration of Medical Devices may be found under Section II.2d - Certificate of Registration/ Authorization/ Waiver for the import and use of MDs of the Schedule of Requirements uploaded in the Documents section of the ITB. Due to the set project timelines, extension of the delivery leadtime will remain the same.

New amendment added #1: The ITB has been amended in order to replace the document titled "ITB/2024/52887_Section_III_Returnable_Bidding_Forms_Form D_Comparative Data Table" with the document titled "ITB/2024/52887_Section_III_Returnable_Bidding_Forms_Form D_Comparative Data Table_REV_19AUG24" that introduces amendments in red text to Lot #1:General Surgical Kit.

New clarification added: Q8: Please confirm if Euro (EUR) will be accepted as bid currency and payment currency.  A8: As per the Particulars section of the ITB, the bid currency is USD and payment to be made in USD

New clarification added: Q7:According to the Delivery requirements: Bidder shall make the goods available at FCA (Incoterms2020) point within 60 days after Contract signature and/or deliver them to CPT (Incoterms 2020) Tashkent, Uzbekistan within 90 days after Contract signature. Some required instruments require more time for production, we would like to request to extend the leadtime at FCA from " within 60 days" till "within 90 days".  A7: Due to the limited timelines of the project, the requested extension is not considered and the leadtime will remain unchanged.

New clarification added: Q6:Please clarify if extension of the bid submission deadline may be considered  A6: Due to the limited project timelines, extension of the bid submission deadline is not considered and will remain unchanged.

New clarification added: Q5: Please clarify whether a bidder can make an offer for individual lot(s) or shall submit an offer for all lots?  A5: As per the "Particulars" section of this ITB, bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and 100% of the quantities specified for each item of a lot. Evaluation will be done per lot.

New clarification added: Q4:Please clarify if submission of ISO 14001 certificate or similar of offered goods manufacturer is mandatory under this ITB. A4: Requirements for Manufacturers in Section II.2b - Manufacturer & Supplier Certification of the Section II: Schedule of Requirements stipulates the following "Have a valid and certified Environmental Management System, ISO 14001 or similar. Bidders shall submit copies of valid certificates for at least 1 manufacturer of the offered goods.", hence it is mandatory for bidder to submit a copy of valid certificate possessed by at least 1 manufacturer of the offered goods.

New clarification added: Q3: Please clarify if submission of EU Declaration of Conformity of goods to be offered by bidders is mandatory under this ITB.  A3:Submission of EU Declaration of Conformity is specific request from the beneficiary, therefore it is mandatory. Bids without this document will evaluated as non-compliant.

New clarification added: Q2:Reference is made to Lot #1, items stipulated under line numbers 52,53 and 54. Since there are many different blade shapes, could you please share the photos and detailed description of blades as reference?  A2: Items stipulated under line numbers 52,53 and 54 of Lot #1 will be removed from the ITB/2024/52887_Section_III_Returnable_Bidding_Forms_Form D_Comparative Data Table  as per the request of the beneficiary. The updated Form D will be uploaded in the "Documents" section of this ITB.

New clarification added: Q1: Please clarify what information should be provided in Form E: Performance Statement Form. A1: The bidder shall provide information on its previous experience in supplying goods as per the titles of the columns in the table provided in Form E. As for the requirements to the years bidder's previous contracts were implemented and for which type of equipment, please refer to the Qualification criterian # 3.1 published under "Criteria" section of the ITB.
