Description
United Nations Office at Nairobi (UNON) serves as the United Nations Headquarters in Africa and is responsible for providing facilities and services to the United Nations Environment Programme (UNEP), the United Nations Human Settlements Programme (UN-HABITAT) and other United Nations entities based at UN Gigiri complex. Some of the services UNON provides is physical security, personnel identification and authentication, video surveillance, and fire alarm system.
In light of the background provided above, the United Nations Office at Nairobi (UNON) invites suitably qualified firms to submit Expression of Interest (EOI) to participate in the upcoming competitive bidding exercise for Provision of Upgrade of Access Control System Ccure 9000 version 2.8 and Pysical Security Information Management Software Advancis X4 for the United Nations office at Nairobi (UNON)
UNON’s Security management systems comprise of the following systems:
• Access Control System
• Badging System
• Windows based Servers
• Video Management System (CCTV) and Storage
• Fire Alarm System (FAS)
• LAN – Cisco Based Network Infrastructure
• Perimeter Intrusion Detection System (PIDS)
The Access Control System is also used by other United Nations entities and it is envisioned that UN Security management systems will be integrated in the future to facilitate inter-mission authentication.
The contractor should possess the necessary facilities, corporate governance policies, qualified management team and should be able to perform the desired services under the terms and conditions as set forth:
The scope of work is summarised as follows:
1. Provide on-site and emergency support and maintenance services (24/7) to ensure the continued proper, safe and reliable operation of the security systems utilized at UNON Facilities.
2. Maintaining system documentation and continuous update of such documentation based on equipment/parts manufacturer’s updates. System documentation includes user manuals, guides, lesson learned reports, basic system troubleshooting, and system configuration report. System documentation includes additional ad-hoc documentation requests by UNON.
3. The contractor is expected to be a professional firm/s comprised of expertise in Physical Security Systems will be contracted to carry out this service and an ADVANCIS and Johnson Controls/TYCO business partner.
4. Assist UNON in identifying opportunities to improve its existing infrastructure and assist in implementing UNON’s strategic plan for continued risk mitigation to its facilities and operations.
5. The selected firm must be fully capable of providing all services as outlined in the scope of work, including personnel, financial and technical resources which includes escalation to the manufacturers for technical support.
6. Owing to the nature of tasks, the lead consultant(s) will require CCure and ADVANCIS Certification. The consultant(s) should also have experience in managing CCTV and PIDs in an integrated system.
7. The scope of the assignment will specifically cover upgrade of CCure 9000 version 2.8 to CCure 9000 version 3.0, Advancis X4 to ADVANCIS X5 as well integration with all other existing sub-systems.
8. The scope of the assignment is full service; to include all work stages, tasks and deliverables, including but not limited to Assessment and Planning, systems upgrade/ installation, Migration and Data Transfer, Testing and Commissioning, training, technical documentation, and handover.
The contract resulting from a tendering exercise that will be undertaken subsequent to this REOI is anticipated to be awarded for an initial period of three (3) years with the option to extend for additional two years.
