Description
The United Nations Office at Nairobi (hereinafter referred to as UNON), on behalf of The United Nations Human Settlements Programme (UN-Habitat), Nairobi, is issuing this Request for Expression of Interest (herein referred to as REOI) to seek interest from qualified companies with required expertise and experience, from all countries who will be invited to participate in a tender for the Rehabilitation of Public Infrastructures – Dondo, Nhamatanda and Buzi District, Sofala Province - Mozambique (Eastern Africa). According to the Global Climate Risk Index (CRI 2021) in 2019 Mozambique ranked 1st as the most affected country hit by extreme weather events, which are becoming more and more frequent and intense due to climate change effects. In 2019, for the first time, the country was impacted by two tropical cyclones (Category 4) in the same year (Idai in March and Kenneth in April) that devastated the central and northern regions. At the same time, between December 2020 and February 2021, the Tropical Cyclones Eloise and Guambe and the severe tropical storm Chalane hit again the central region of the country. Despite the Government of Mozambique having developed capacities to prepare for, cope with and respond to disasters, the scale of the destruction of last Idai and Kenneth cyclones was unprecedented. The estimated total loss and damages amounted to 3.2 billion USD, of which 687 million USD for recovery of the Housing and Settlements sector (the most affected and economically the most relevant sector, with between 250,000 to 300,000 houses either destroyed or damaged). The main objective is the rehabilitation of public infrastructures in Buzi, Dondo and Nhamatanda, according to the resilient technical project provided by UNHABITAT, following the paradigm of resilient assisted, and implemented through the operational procedures indicated in the PALPOC and the UN-Habitat standards for Build Back Better (BBB) already successfully developed by the Agency in Mozambique. The contractor will undertake activities described in the following scope of work in close supervision of the UN Habitat, Human Settlements Programs Nairobi. Scope of Work: The project is divided in 3 lots: -LOT 1-Buzi Public Market - Cosntruction of of a two-story building with reinforced concrete structure and conventional block walls covered with a wooden roof. The rehabilitation interventions include the construction of gable beams and firewall in reinforced concrete, a new floor, wooden trusses, access ramps, repair of floors and drains, replacement of doors and windows, installation of a water collection system, electrical system, and interior and exterior wall paintings. LOT 2 -CLUB DO AGRICULTOR WAREHOUSE- The construction of the Club do Agricultor will include the following components: • Main meeting hall for community gatherings and training sessions. • Storage facilities for seeds, tools, and other agricultural inputs and products. • Office space for the administration of the Club do Agricultor. • External areas for demonstrations and practical agricultural training. • Water harvesting and storage system to support agricultural activities LOT 3 -Construction of 20 Units Type: Build 20 units of resilient houses, type B, with arched slabs and integrated resilient dry latrines, offering a durable and comprehensive housing solution for families in the 2021 resettlement area.,meeting UN Habitat standards for sustainable and resilient infrastructure. These houses are expected to provide long-term, safe living conditions for the beneficiaries, significantly reducing their vulnerability to future disasters. Project Execution and Supervision: The execution of all construction work for each specified lot is required to proceed concurrently and must be substantially completed within a 5-month period, commencing from the date of the construction contract signature.
