Provision of Services for Production of two Online Training Programmes for Local Self-Governments’ Employees in Republic of Serbia

New clarification added: Dear potential bidders, Below you may find another set of clarifications required:1)TOR states: ● Filming (audio-video recording) of lecturer(s) in a bidder’s studio using two Full HD (1080p) cameras and professional audio and lighting equipment (in close cooperation with the NAPA and course content developer); And in clarification replies it is said that there are no lecturers or video recording. Why are then 2 Full HD cameras needed for? In other words, will there be a need for video shooting or not? The ToR for this RFQ states: " Filming (audio-video recording) of lecturer(s) in a bidder’s studio using two Full HD (1080p) cameras and professional audio and lighting equipment (in close cooperation with the NAPA and course content developer);". This means that the produced content may or may not have a person ('a speaker') in the shot, and that will depend (as it is stated in the ToR) upon agreement with NAPA and their requirements, but the ToR definitely requires the bidder to provide and include for the possibility.2)TOR states: Editing and post-production of the material into final video elements. Total length of video material: 5-10 minutes (average duration 7-8 minutes) per lesson. Video lessons in mp4 format with a maximum size of up to 500 megabytes per lesson. Final product can not be both - video lessons in mp4 format and SCORM files. It's either video lesson or it's a SCORM file. We presume that this should be a SCORM file and not an mp4 file. Please confirm.The final product should be both in .mp4 format and SCORM (.mp4 needs to be converted into SCORM format, so it can be uploaded and used in the NAPA LMS platform). The final materials will contain both recorded video and SCORM. There is a possibility that it will be necessary to add video material to SCORM.

If so, what is the total lenght of the material (in pages) that needs to be digitalized?A course consists of narrative lessons, 10-15 pages each which need to be designed and digitalised. These lessons are to be produced into an online course, with accompanying animations, videos, and other material, as per the ToR  - please refer to the ToR.

It is up to the potential service provider to propose/decide on a number of "lecturers" to complete the task. Please note that one course will consist of 7-8 lessons (about 15 lessons in total for both courses).
