Invitation to bid To establish a Long-Term Agreement for the purchase of Medical equipment/supplies to WHO country office in Afghanistan You are invited to submit your offer for the above-mentioned Invitation to bid for the World Health Organization (WHO), Afghanistan. Closing Date: 24 April 2024, at 23:00 ((Cairo/Egypt local time) Items Needed: As per the attached (ANNEX 1). Incoterms: DDP Kabul Afghanistan and/or FCA nearest airport . Offers: • Must comply with the requirements stated in the attached ITB. All Technical details and the financial requirements should be completed as per the annexes 1 and 2, as well as 4, 5 and 6. • Queries are welcome to be received exclusively through the United Nations Global Marketplace (UNGM) correspondence before 8 April 2024 • The Financial and technical offer should be submitted in the attached excel bidding sheet format and in PDF form as well. DELIVERY: • Earliest possible delivery time, Delivery within 3-4 weeks. Evaluation Of Offers : Compliance with the requested specifications requested by WHO Once the bids have been found satisfactory, WHO will proceed with their evaluation as follows: Technical evaluation: Pass/ fail basis, according to the exclusion criteria Sample check: Pass/fail following technical and quality Inspection. Commercial evaluation: Lowest compliant offer Exclusion Criteria:- • Offers that are received after the specified deadline will not be considered. • Offers that are matching the requested specifications and delivery, will not be considered. • Offers that are not placed in the excel sheet format, supported with details and photos, and responding to all required details, may not be considered. • Offers that are not confirming quality certification, will not be considered. • Offers that are missing the below, will not be considered: o Company registration o A minimum of 2 years’ experience with producing similar products In case of award, the suppliers should provide: • Certificate of Origin. • Shipping documents, Packing list and invoice. Essential Requirements Bid should include the following: - • Currency of the bid should be AFN and/or any other United Nations currency will be acceptable. • Validity of the offer is required for 2 years. • Singed/stamped offers on company letterhead will only be acceptable. The supplier should accept, sign and comply to the following attached documents: 1. UN Code of Conduct. 2. Self-Declaration Form. Orders resulting from this Invitation to Bid will fall under WHO’s General Terms and Conditions as per Annex 3 in the ITB document. The supplier should accept, sign and comply with Annex 5 and Annex 6
