Call for proposals to manage and operationalization Mobile PHC Centers in Sudan.

On the ground in 177 countries and territories, we offer global perspective and local insight to help empower lives and build resilient nations.  

UNDP in collaboration with the FMOH seeks to partner with National and International NGOs and well as UN entities in manage and operationalize Mobile PHC Centers in Sudan to improve access to PHC services, including HIV, TB and Malaria. Mobile PHC Centers will provide a wide range of services to people who may not otherwise receive care, including urgent care, primary care, and preventive health support.

Given the nature of Mobile PHC Centers, organizations and front-line healthcare providers will tailor their services to specific communities. Mobile PHC Centers will offer flexible and responsive care for isolated and vulnerable groups and newly displaced populations and will provide quality care at a lower cost than that of traditional healthcare delivery modes.

The objective of this Call for Proposals is identity and sign agreement(s) with interested National and International NGOs and UN entities with active programmes in Sudan for a partnership with UNDP. The goal of this project is to improve access to PHC services, including HIV, TB and Malaria (Specifications of the 9 Mobile PHC Centers are provided). Detailed objectives and related outputs and deliverables are provided in the Terms of Reference – Annex 2.

The project will be implemented over a period of two years, with a projected start date of 1 January 2024 with a maximum implementation budget of USD 1.8 million. A maximum budget of USD 100,000 per year has been allocated to operate each of the nine mobile PHC clinics. An organization can offer to operate one or more mobile PHC clinics. Targeting geographical area consisting of all the states in Sudan.

Proposals shall be evaluated using the Quality-based under a Fixed Budget Selection method (QB-FBS). QB-FBS methodology implies that all proposals have the same maximum overall price (which cannot exceed a known fixed budget amount), focusing the selection on the quality of the proposal and the NGOs/CSOs proposed approach and methodology.
