Dear Prospective Bidder, Subject: INVITATION TO BID to purchase MRI - TESLA MAGNETIC RESONANCE SYSTEM MAKASSED HOSPITAL The World Health Organization Regional Office for the Eastern Mediterranean on behalf of WHO Palestine Office is seeking offers for purchasing one MRI - TESLA MAGNETIC RESONANCE SYSTEM for Al Makassed in Jerusalem, Palestine. o Submission of offers’ closing date: 20 December 2023, at 23:00 (Cairo local time) o Clarification and queries: Bidders can attend for site visit at Al Makassed Hospital on Monday November 20th from 10 am – 12 noon and send clarification queries by maximum 27 November 2023 o Item Needed: MRI - TESLA MAGNETIC RESONANCE SYSTEM. (as per the detailed specification - Appendix A). o Incoterms: DDP / Al Makassed in Jerusalem, Palestine. SUBMISSION OF OFFERS: • The Technical and Financial proposal must be submitted using the technical/financial proposal in both excel sheet and PDF forms (Annex 1) and to include also:- o Brochures / Catalogues should be provided for each item offered. o FDA and CE certificate o Israeli MOH registration for similar sold devices recently. o Authorization letter o Country of Origin o Country of Manufacturer o Date of manufacturing the equipment o Original specific catalogues for the offered item o Sketch design and AutoCAD is needed for the proposed solution in the dedicated location o Reference check for same product supplied and installed in the country whether in Palestine or Israel if applicable (not mandatory) o Gantt Chart and a detailed installation and operation plan with a timeline including pre-installation work and room preparation • Offers must comply with the requirements stated in the attached Invitation to Bid (ITB). IMPORTANT REMARK: • Offers must comply with the requirements and specification in Appendix A. • Offers must be received and made in accordance with the instructions contained in the attached invitation to bid. • WHO will not be involved in any permits request, or any logistical added costs. • Any order resulting from this invitation should contain acceptance of WHO’s General Terms and Conditions and any other specific terms or conditions detailed with the attached invitation to bid. SELECTION/REJECTION CRITERIA • Offers that are not meeting the required technical specifications will not be considered. • Only completed offers that contain the detailed specifications and requirements will be considered. • Supplier should have the capacity for the delivery within the mentioned period in the ITB. • Validity period of the offer, not less than 12 months. • Company profile including full detailed; name of the company, address, telephone and fax numbers, email address and details of contact person(s). • WHO would not be liable to pay any customs / tax exemptions. • Technical evaluation criteria are based on pass/fail. • Awarded offer will be based on the best competitive price within the passed technically offered and the earliest delivery. • Any delay in delivery can cause cancellation of the purchase order with no commitment from WHO.
