Summarized Terms of Reference:
UNICEF Philippines is committed to supporting the mental health initiatives of the national government and sub-national levels to expand mental health programming and improve the provision of quality mental health services to adolescents in need, throughout the country. Through the Adolescent Health Team, there are multiple consultations conducted in year 2020 with various concerned agencies regarding the evaluation of mental health chatline operations in the Philippines. The consultations revealed that adolescents express a preference for online mental health support that offers both chat and call services. When experiencing issues such as loneliness, boredom, relationship problems, and academic pressure, adolescents tend to prefer chatting with a peer online. However, there are instances where adolescents are unaware of the available mental health services, which creates accessibility barriers for some.
With this, UNICEF in partnership with the Positive Youth Development Network (PYDN) has established a chatline for Mental Health and Psychosocial Support (MHPSS) called “Kaibigan (friend) Mental Wellness Chatline” which contributes to improving information sharing and strengthening the referral system for adolescents. This chatline aimed to address the lack of available and accessible service platforms that are free, anonymous, and tailored to the demands of adolescents. Additionally, it offers the government a model based on tested proof of concept that effectively works for the target sector. The chatline is being run through Facebook Messenger which has been identified by adolescents as a more accessible platform to express their mental health concerns. As of 30 June 2023, Kaibigan Chatline was able to cater for a total of 28, 048 clients from July 25, 2022 (the start of the chatline operation). The trained chatline responders utilized the HEEADSSS-based psychosocial assessment tool to effectively assess the needs of clients. 1. To ensure accessibility and sustainability of mental health services for children and adolescents, this TOR aims to explore entry points and support the integration of the Kaibigan Chatline into the government mechanisms, such as the National Youth Commission and the Department of Education. By integrating the Kaibigan Chatline into existing platforms, it can be more effectively promoted and utilized. This model will improve awareness and utilization of mental health services among the target population, especially young people.
In addition, the assignment will help to establish a more cohesive and coordinated approach to mental health services in institutions and communities, ensuring that young people receive comprehensive support for their mental health needs. This can reach a wider audience and establish a valuable resource contributing to the overall improvement of mental health outcomes in the Philippines.
