Description
UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Strategic and behaviour change support for the school feeding reform implementation among children, youth and caregivers. This RFP is open to Ukrainian bidders and international bidders with registered offices in Ukraine. In 2023 the National Strategy on School Feeding Reform was agreed by the Government of Ukraine, with the cross-sectorial project office established under the Ministry of Health. In particular, the further development of the school feeding reform is determined by: • the need to restore damaged or destroyed educational institutions; • changes in the network of educational institutions and their capacities; • an increase in food prices and a decrease in the ability of communities to provide food for children in accordance with the norms; • changes in the market of food suppliers and catering services; • the lack of full-time employees of educational institutions and the need to develop the professional competences of the personnel of educational institutions and educational management bodies; • military threats, in particular to social and energy infrastructure; • the need to change eating culture and food preferences of children, young people and caregivers that impacting physical health mental health. Four strategic outputs of the National Plan of school feeding reform: 1. Beneficiaries have enough financial resources for food purchases and make purchases simply and efficiently. 2. Restored and modernized food blocks of educational institutions allow using the latest technological processes, improving energy efficiency indicators and complying with the requirements of the HACCP system. 3. Education managers and education institutions are provided with a sufficient staff of qualified workers who provide high-quality and safe food, contribute to the formation of healthy food habits among students. 4. Ukrainians consciously choose healthy food. Ministry of Health, Ministry of Education and Science and Ministry of Infrastructure of Ukraine has addressed UNICEF CO with the request to support implementation of the National Strategy on School Feeding Reform within the state recovery and response programmes focusing on the most affected regions and at national level.
