Description

The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the develop the national guidelines on prevention and management of obesity in Brunei Darussalam.

BACKGROUND

Overweight and obesity form a major risk factor for noncommunicable diseases (NCDs) such as cardiovascular disease and diabetes with negative impacts on the quality of life of those affected. The prevalence of obesity among children, adolescents and adults is rising around the world. Childhood obesity is associated with a higher chance of obesity, premature death and disability in adulthood. In 2016, 28.2% of adults in Brunei Darussalam were reported to be obese, a slight increase from 27.2% in 2011. Overweight and obesity affects about half of Bruneian children aged 5-19 years (33.5% and 18.2% respectively), the highest being among those aged between 10 and 14 years old (NHANSS 2014).

The rise in obesity has been attributed to energy imbalances resulting from various factors such as  changes in lifestyle; increased availability and subsequent overindulgence in high calorie and sugar content of food and drink; and sedentary lifestyles. The Global School-based Student Health Survey 2019 reported that about 40% of adolescents in Brunei Darussalam drank carbonated soft drink one or more times per day and only 11.5% of adolescents participated in at least 60 minutes of physical activity each day.

Brunei Darussalam Multisectoral Action Plan for the prevention and control of non-communicable diseases (BruMAP-NCD) 2021-2025 has identified priority actions for the prevention and control of NCDs. One of the identified key targets is no increase in the rate of obesity, among adults and adolescents. Some of the achievements to achieve this particular target have included the National Dietary Guidelines for Healthy Eating 2020 (revised), National Physical Activity Guidelines 2022 (2nd edition), Code of Responsible Marketing of Food and Beverages to Children 2021, and Nutrition and Physical Activity Guidelines for Childcare Centres 2019.

The Ministry of Health (MOH) Brunei Darussalam has requested support to develop the National Guidelines for Prevention and Management of Obesity in Brunei Darussalam. In this context, it is expected that a situational analysis will be conducted in 2023, followed by stakeholder consultation workshops in 2024, to develop and finalize the National Guidelines for Prevention and Management of Obesity in Brunei Darussalam, for a subsequent launch of the national guidelines in 2025 (exact timelines are subject to change).

REQUIREMENTS/WORK TO BE PERFORMED

Output 1: Develop content for the National Guidelines for Prevention and Management of Obesity in Brunei Darussalam.

Deliverable 1.1: Identify the best practices in the prevention and management of obesity among children and adults, based on the published literature and guidelines.

Deliverable 1.2:  Conduct a situational analysis in Brunei Darussalam, including a review of policy, legislation, standards and programmes, and stakeholder interviews as needed.

Deliverable 1.3: Conduct an in-person consultation with the stakeholders in Brunei Darussalam (optional activity, dependent on the availability of MOH).

Deliverable 1.4: Produce a report summarizing findings from Deliverables 1.1-1.3, including a proposed outline of the guideline, and share the results with the relevant stakeholders.

Output 2: Conduct stakeholder consultations and finalize the National Guidelines for Prevention and Management of Obesity in Brunei Darussalam.

Deliverable 2.1: Plan and facilitate the consultation process and document the recommendations, engaging the relevant stakeholders in Brunei, including representatives from the government, universities, professional associations, and others.

Deliverable 2.2: Conduct an in-person consultation with the stakeholders in Brunei Darussalam (optional activity, dependent on the availability of MOH).

Deliverable 2.3: Based on the outcomes of the consultations, revise and finalize the draft National Guidelines for Prevention and Management of Obesity

CHARACTERISTICS OF CONTRACTOR

Mandatory:

  • Proven experience in the field of obesity prevention and/or management.
  • Previous work with WHO, other international organizations and/or major institutions in the field of  guideline development ;

Desirable:

  • Experience in the areas of nutrition, physical activity, clinical interventions, or other relevant areas, in the context of obesity prevention and management.
