Technical Assistance for the Roll out of the WHO Quality Rights e-training and Internal Review Board - Basic Training (Training of Trainers)
PURPOSE OF THE RFP
The World Health Organization (WHO) Philippines is looking for a contractual partner/institution on the effective coordination and conduct on the Roll out of the WHO QualityRights e-training and Internal Review Board - Basic Training (Training of Trainers) under an Agreement for the Performance of Work (APW).
BACKGROUND
The Mental Health Act (Republic Act No. 11036) and it’s Implementing Rules and Regulations (IRR) mandates all government and private health facilities to create their respective Internal Review Board (IRB), to review all cases, disputes, and controversies involving the treatment, restraint or confinement of service users within their facilities. It provides the power and function to IRBs to monitor, audit and inspect health facilities to ensure service users are not being subjected to curel, inhumane, or degrading conditions or treatment.
The World Health Organization is cognizant of the quality of care available, the competencies of service providers, and the understanding of the rights of people with mental, neurological, and substance use disorders in many countries around the world. In response, WHO created the QualityRights initiative to improve the quality of care in mental health services and promote the rights of people with MNS disorders by changing attitudes and practices at the ground level.
Through the leadership of the Department of Health, the country also embarked on the translation of the QualityRights e-training platform into Filipino, in order to be able to reach, engage and train stakeholders – mental health professionals, people using services, policy makers, civil society and others – on a massive scale.
With the overall goal: “mental health is valued, promoted, and protected and people affected by mental health conditions exercise their full range of human rights, the Department of Health through the Special Initiative for Mental Health will conduct a series of QualityRigths e-training and IRB basic training - training of trainers relative to the establishment of IRBs in health facilities.
REQUIREMENTS/WORK TO BE PERFORMED
Output 1: Inception Report with itemized work plan and Gantt chart of activities
Deliverable 1.1: Develop a work plan with Gantt chart of activities. The work plan will be part of the inception report that will be submitted to WHO Philippines at the beginning of the engagement. The inception report, to be submitted within 7 days of commencing the assignment, will demonstrate the contractual partner’s conceptual and implementation approach following minimum content:
- Background of the Technical Assistance
- Objectives and Outputs
- Proposed methodology
- Program of activities
- List of Activities
- Schedule/Timeline
- Budget Requirement
- Project Support Structure
- Itemized workplan
- Gantt chart of activities
Deliverable 1.2: Discuss the inception report and work plan with DOH and WHO Philippines
Output 2: Coordination Meetings
Deliverable 2.1 Conduct at least three (3) face to face coordination meetings with WHO, DOH-DPCB, CHD mental health coordinators and other stakeholders relative to the conduct of trainings (with provision of meals and accommodations (if outside Metro Manila)
Deliverable 2.2: Submit documentation which includes the following:
- Attendance Sheets
- Evaluation summaries
- Minutes of the meetings
- Copy of presentations
- Videos/photos
Output 3: Learning and Development Needs Assessment (LDNA) of key participants
Deliverable 3.1 Conduct LDNA of the participants from DOH-CHD, CHR, and mental health facilities
Deliverable 3.2 Submit Progress Report and documentation of the process and results of the LDNA
Output 4: Complementary Roll Out of QulityRights e-training and IRB Training of Trainers with site visit to a mental health facility
Deliverable 4.1: Plan, design and conduct one batch (max of 54 participants) face to face IRB Basic Training of Trainers (following a IRB Basic Training Course) with facilitation of DOH approved Certificate of Attendance and Certificate of Completion to the participants. *Participants will undergo the WHO QualityRights e-training as a pre-requisite of IRB trainings.
Deliverable 4.2: Plan, Design and facilitate a site visit in a DOH-approved mental health facility with transport and logistics, accommodation support to 5 key program participants.
Deliverable 4.3 Document the trainings through post-activity narrative report (including analysis and recommendations), photos, videos
Output 5: Post-event coordination meeting with DOH and WHO Philippines
Deliverable 5.1: Submit activity report and supporting documents not limited to attendance sheets, minutes of the meetings, photo, presentations.
Output 6: Final Technical Report and Financial Report
Deliverable 6.1: Submit Final Technical Report : electronic copies of editable and PDF files stored in three (3) external drives (at least 2 terabytes) :
- Executive Summary (journal type, 2-5 pages)
- Brief Background/Introduction (covers brief background and rationale on the conduct of trainings and with a report on the following:
- General Information
- Objectives
- Acknowledgement
- Conclusion and Recommendations
- Annexes (as appropriate)
- Technical abstract
Deliverable 6.2: Submit Brief Financial Report.
CHARACTERISTICS OF CONTRACTOR
Mandatory experience:
- Essential: The team leader and members must have at least a Master’s degree in any of the following fields: public health, epidemiology, medicine, psychiatry or related fields from a recognized university
- Team Leader must have at least 7 years of relevant work experience in mental health capacity building design interventions and implementation of public health, rights-based programmes
Desirable experience:
- With a post-graduate degree or advanced studies in public health, social sciences, mental health, or similar
- Relevant experience in mental health, rights-based program planning, operations, and implementation
- Familiar with the health and community systems of the country
- Completed the WHO QualityRights e-training
TECHNICAL SKILL & KNOWLEDGE
• with good technical writing and facilitation skills, knowledgeable in basic computer programs and virtual/online platforms, efficient organizational and management skills
LANGUAGE
With excellent verbal and written communication skills in English and Filipino
