IMPORTANT INSTRUCTIONS TO PARTICPATE IN TENDER:
- Bid Proposal Security with a total percentage of 2.5% of the supplier submitted proposal has to be issued in favor UNOPS Yemen.
- 2.5% Bid Security Proposal must be provided for each LOT in which the supplier wants to participate in.
- A copy of the bid proposal security has to be submitted in the eSourcing.
- The original bid proposal security has to be submitted to UNOPS office within 2 days after the submission deadline.
- Bid Proposal Security has to be submitted to UNOPS main office:

Please clarify and change the naming of either the tender documents (the BOQ and Drawings) or the Uploading Tags in the Portal so that the Lot number in the submitted documents and portal Tab under which it is submitted remains the same.Ans 1 - Please refer to the RFQ annexes and ruternbel forms . Question -2: In the Submission Tab ( vendor submission / Document check list) of the portal the following document have been requested to be uploaded: Document name: ESMPDocument Category: Others Document is: Mandatory. The bidder could not understand which document is meant by this. Kindly indicate where the Bidder can find this instruction. Ans 2 - Please sign and stamp the ESMP document and upload it to the protal, recognizing that doing so indicates your consent to the ESMP's requirements and cost associated.Q4 - The Bidder needs to obtain technical and financial offers from several vendors ( especially the specific technical questionnaire that each vendor needs to fill ) which is taking significant time. Some very important questions having impact on Technical and commercial submissions are also being replied. Due to this , the Bidder requests to extend the Bid submission date by at least 2 weeks ( i.e till 13th June 2023) . Please confirm if it is mandatory to fill up the “Questionnaire “ and “ Supplier Form “ Tab under the vendor submission / Document section of the tender submission portal. If so , will the compliance to the answers carry any weightage for evaluation?Ans 1 - For all technical Questionnaire its is mandatory to fill , for the supplier '' Supplier Form" - it is recommanded to fill the Questionnaire and (Supplier Form Questionnaire) does not carry any weighing. Q2. In the “Document checklist “Tab under the vendor submission/document section of the tender submission portal, the contractor needs to submit the different schedules (Schedule 0.1 , 0.2, etc.) under the different upload links specifically mentioned. Using these links, we can upload all the “returnable schedules “except the following schedules:a. Schedule 0.10b. Schedule0.12c. Schedule 0.13d. Schedule 1.2However, the penultimate link in this document checklist section does not mention any specific schedule but requires the file “ small works – solicitation - RFQ section -6 – returnable schedule “ to be uploaded. Kindly confirm the following:A. Is it OK to upload only the schedules mentioned in (a) to (d) above under this penultimate link asking for a returnable schedule file ( as the other returnable schedules are uploaded already through different links )?B. In case (A) is not OK and the Contractor needs to submit all the filled-up returnable forms ( with attachments ) once again ( although most of them were submitted through other links) , the volume of the file will certainly be more than 20MB and the link will not allow it to be uploaded. New clarification added: Dear Bidder, Please note the below-raised questions and our official responses in connection to the Request for QuotationQ1 In the reply to clarification dated 15.5.2023, it has been informed that an amended BOQ will be issued. However, no such amended BOQ is found to be uploaded in the system. Please provide amended BOQs.Ans 1 - All BoQ's are uploaded to system with an updated version. Q2. In the BOQ, no summary sheet is available where the prices of Bill 1 to Bill -10 is added to arrive total Bid price. Please clarify if the Bidder needs to make a summary sheet or if a format will be given.Ans 2 - Please fix or update you BoQ sheet in according to your conveniance, the BoQ summary need to reflect the overall price of each LOT. Q3. Article 25 of the Instruction to Bidder (OPENING OF QUOTATIONS) reads “ Not applicable”. The bidder could not understand this. Bidder observed that as per UN protocol, a representative of the Bidder is called during the tender opening (https://www.un.org/Depts/ptd/tender). This is also the standard norm for international standards to maintain transparency of the tendering procedure. Please confirm that the tender will be opened in the presence of the representative of the Bidders. Q4 - UNOPS is using E-sorucing potral for tendering and will complete the opening, evaluation and award in the same manner, No supplier will be part of the bid opening. Q5 - Note of drawing WW-I-405 -406 and other drawings states that the Contractor needs to provide detailed structural calculations for the thrust block. However, the force main the HDPE line, does not show any thrust block in the drawing. Please confirm that no thrust blocks are required. Ans 5 - Please refer to the drawing WW-I-405 -406 Note . THE CONTRACTOR NEEDS TO VERIFY ALL THE EXISTING NETWORKS LOCATIONS BEFORE CONSTRUCTION. THE CONTRACTOR SHALL SUBMIT A DETAIL STRUCTURAL ALCULATIONS FOR THE REQUIRED THRUST BLOCKS TO SUPPORT ALL TYPES OF BENDS AND FITTINGS. Q6 - No horizontal alignment of the Pipe (distance of Pipe center line from any reference point) is shown in drawings. On the other hand, the horizontal alignment shown in Google Maps shows, in many places the line is routed through the existing buildings and other facilities. Please confirm the horizontal alignment of the ROW corridor for the Project with respect to reference points.Ans 6 - Please refer to the RFQ Technical specifications and drawing . Q7 - Please confirm that if any underground obstacle, other than the ones shown in the drawing, is encountered, it would be considered unforeseen, and any resulting additional work shall be considered as a change order.Ans 7 - Please refer to the RFQ condition and BoQ Technical specification and drawing . WW-I-405 -406 Note . THE CONTRACTOR NEEDS TO VERIFY ALL THE EXISTING NETWORKS LOCATIONS BEFORE CONSTRUCTION. Q8. The alignment of the existing force main is not shown with respect to the new line. The contractor understands that the existing force main is not required to be dismantled/removed, except for the quantity mentioned in BOQ. The contractor also assumes that this existing Force main is beyond the excavation limit of the new pipe trench and therefore, it will not foul with the work under the contract. Ans 8 - Please refer to the RFQ condition and BoQ and technical specification and drawing . Q9 . The drawing pages (WW-I-400 and WW-I-401) for water networks are missing in the drawings of the LOT1.Ans 9 - Please note all drawing have been added or upated accordingly Q10. As you know, the BoQs contain a lot of equipment and materials we need to supply from outside, which takes a long time to get their responses. So, to submit an offer according to the technical specification and drawings, we kindly request that you extend the bid submission deadline by at least two weeks.Ans 10 - Tender has been pusblished over 30 days, no extension at this time will be grantedQ11 No item rate is given in BOQ for the Company office and facilities to be provided by the Contractor in accordance with section 01590 of technical specification. Contractor understands that this cost should be included in the overhead cost for the Contractor and distributed in all item rates. Please confirm. Ans 11 - Supplier has to include any overhead cost required in thier offers. Q12 Please confirm that the land for Contractor's Site office, workshop, storage yard , batching plant etc. shall be provided by Company free of cost . Also , if possible , provide the location of this area . Ans 12 - No free of cost will be provided by UNOPS or its local partners , all charges will be barried by the contractor . Please note that we could not find any “Unit dimension “in the drawing. Please provide the specific location (Drawing number/note number) where it is available.Ans A - Please note an amendment update the BoQ to include quantity as (1) for all items that Unit is equal to Lump Sum for these type of Works. Q B - Quantities are given in BOQ for work scopes/items which include Plaster, Oil paint, Emulsion paint on the ceiling, epoxy paint, etc. Please confirm that, as the dimensions of rooms are not available in the drawings, Bidder should base their quote on the quantities given in BOQ. Any deviation from these given quantities shall be regarded as a change order. Ans B - Please note an amendment update the BoQ to include quantity as (1) for all items that Unit is equal to Lump Sum for these type of Works. Q C - No work is to be executed by the bidder for the items for which no quantities are given in BOQ. For example, no quantity has been given in Item no. A.6.1.1 (plaster) / Bill no. 6 (Guard Room) / Lot-1. So, Bidder should consider that no plastering work is to be done in this Guardroom. Please confirm. Ans C -Please note an amendment update the BoQ to include quantity as (1) for all items that Unit is equal to Lump Sum for these type of Works. Q2 - Many documents have been repeated in (1) Formal and Eligibility criteria (2) Qualification criteria and (3) Technical Criteria. For example, Schedule 0.4 [Capacity and Experience] and Schedule 0.7 [Performance Statement] is required to be submitted under Qualification Criteria/clause -2 and also under Technical Criteria / Part-1 / clause 1.2. However, the attached drawings for Lot-2 are for Al Ma’alla Pumping station. In fact, the pump house drawings for Lot-2 and Lt-3 are the same. Is it correct? Please clarify.Ans 1 - Please refer to the drawing, all the requested dimensions are mentioned such as Page name . PUMPS ROOM SECTION for the pump house rooms, etc. Q2 : Please confirm that the Bid guarantee issued from Banks in Djibouti will be accepted. If not, please mention which Banks are acceptable.Ans 2 - We recommand issuing the Bid security from Banks in Yemen , all banks in Yemen that are approved by the centeral Bank are accpeted. Q3 : We could not understand your reply dated 8.5.2023 on Q10. We have checked all drawings and specifications. Dimensions of Pump house, facility room, Storeroom, transformer room, Guard room, maintenance area etc. are not available in any of the drawings or specifications? Ans 3 - Please note that the Pump house, facility room, Storeroom, transformer room, Guard room, maintenance area etc are existing facilities and the required Maintenance works are very minor works such as ,Plaster , Oil paint , Emulsion paint on ceiling, epoxy paint , from the available units dimension for each building you can get the estimated dimension , however you are strongly advised to conduct site visits the will give you a full Idea about this very minor works. Q4: Please confirm that the bidder needs to issue a separate Bank guarantee for each of 3 lots @ 2.5% of the quoted value for each lot. Lot1 &Lot2Ans 4 - Yes we confirm , we require BG for each lot. Q6.What is the material for the submersible pump?Ans 6 - Please refer to the technical specification part 2.1 Wastewater Pumps and Technical QuestionnaireQ7.technical specifications for manual screen is not shown in all documents( length, width , depth of bar ,etc)? New clarification added: Dear Bidder, Please note the below-raised questions and our official responses in connection to the Request for QuotationQ1. As per the tender there is no provision of Advance payment. We request to kindly consider at least 20% advance payment for cash flow.Ans 1 - No advance payment is allowed at any stage. Q2. It is instructed that a bidder is eligible to bid for more than one Lot, however, the evaluation shall be done separately. Bidder has the following questions regarding this:a. Please confirm that, depending on the evaluation, 3 lots could be awarded to different bidders or the same bidders. In other words, there is no limitation for a bidder to get multiple lots if their offers are evaluated to be best in multiple lots.Ans a - Please read the instruction and guidline carefully in the tender, each lot will be evaluatted sepeartly and awarded in the same manner. b. Section -II / Clause 3.5 states that the completion period for this work is 11 months. Please confirm that this is the completion period for each Lot.Ans B - PPlease note that each lot is considered a separate tender and the period of 11 months is the completion period for each lot which is equal to the project completion period of 11 months . c. The qualification criteria stipulate that the Bidder must have executed 2 similar Projects in the past 10 years. Please confirm that the same 2 executed Projects could be shown for Lot-1,2 and 3 qualifications. Ans C - Yes. d. Can the Bidder propose the Common key personnel for 3 lots?Ans D - No Q3.Drawing WW-I-700 states that the detail of the Isolation Valve Chamber is available in Drawing WW-0-704. However, we could not locate this drawing. Kindly provide it or mention the file name if already provided.Ans 3 - Please refer to the BoQ Bill No 3 the note of the item Item No 3.18 . for the drawing WW-0-704. an amendment will be published soon . Q4. Drawing No. WW-I-702, please clarify whether the pipe piece with the puddle flange only is made of DI or if all pipes and fittings inside the valve chamber are made of DI.Ans 4 - Please refer to the Drawing No. WW-I-702 and both options are applicable Q5.Unlike Lot-1 and Lot-3, no piping Plan and profile drawing is given in Lot-2. Please clarify.Ans 5 - for piping Plan and profile drawing for Lot-2. an amendment will be published soon . Q6. Although the Submersible drain Pump and Piping have been included as an item in BOQs of all 3 lots, the drawings do not show these pumps and piping arrangement. Please clarify.Ans 6 - Please refer to the Drawing W X 304 or 303 and the BoQ . Q7. 2 wastewater pumps have been designated as duty pumps and one as stand-by. Please confirm if the stand-by pump is required to engage automatically in case any of the duty pumps fail. If yes, then the stand-by pump should engage in place of pump -1 or pump -2? This is because Pump-1 and pump -2 have different activation levels.Ans 7 - Please note that the stand-by pump should engage in place any of the both pumps -1 or -2 . for the control please refer to the technical specifications . Q8. The BOQ in Lot-2 and Lot-3 shows Pumps having different Capacities and piping. However, the attached mechanical drawings for pump house for Lot-2 and 3 are identical (same drawings). This is why there is discrepancy between drawing and BOQ for Lot-2 (in Pump house pipe fittings diameter and valves). Please clarify.Ans 8 - Please refer to the drawing , BoQ ,technical specifications for each pump . Q9.In BOQ, it is stated that the pumps must be suitable for the existing base. We could not find any detailed drawing for the existing pump base (dimension of foundation, bolt spacing etc. please provide.Ans - 9 Please refer to the drawing , BoQ ,technical specifications for each pump .Q10 - In the given drawings no dimension is given for the pump house rooms and chambers. It is not possible to estimate the extent of civil, mechanical and electrical works without the dimensions, especially the items with LS as unit. Please provide the dimensions . Ans 10 - Please refer to the drawing if all the requested dimensions are mentioned such as Page name . PUMPS ROOM SECTION for the pump house rooms, etc. Q11 - In your file Request for Quotation (RFQ) for Goods/Services you have mentioned you have mentioned the following : Lot 1: supply Standby Power Generator 500 KVALot 2: Supply Standby Power Generator 130 KVALot 3: Suppy Standby Power Generator 750 KVAWhereas in the BoQ it is not mentioned or in your Technical Specification file . As you are well aware, Long holidays of Eid Fitr was taken. So, in order to submit a suitable offer, we would kindly request you to extend bid submission deadline date at least for two weeks .Ans 1 - No extension is granted in case any extension you will be notifed through system. Q2. No quantities mentioned for some works items & comes by Lump Sum, Please clarify if you can arrange the site visits, if yes please inform place, Focal points & date.? Ans 2 - Please cooridnate with our partners PMU Office - Urban Water Supply & Sanitation Project for any requirements and site visits, note site visits is optional. Thank You & Best Regards
