New clarification added: Question: Could you please share with us the working principle of the system or the system logic?In the technical specification, it is specified that the genset is the main power source. Could you please specify at what time the PV will come into play. How does the PV capacity reduce carbon emission and fuel cost yet the capacity is much less than the genset capacity. Should we provide the single-line diagram and layout drawing for every system?Could you organise a meeting with our engineering team to discuss more about the system specifications? Answer: 1. It is up to the bidder to provide the actual technical solution. The essence is that the PV array is to offset a part of the required power that would otherwise have to be produced by the diesel gen set. The battery is to be charged by both the PV array and the diesel gen set. When the battery is fully charged, the diesel gen set must turn off automatically and the load is to be fed by the battery through an inverter. When the battery is depleted to the set DOD, the diesel gen set must automatically start again and both the PV array and diesel gen set feed the load and charge the battery. The CO2 reduction comes from the PV array off-setting the power that otherwise would have been produced by the diesel gen set, hence reducing the runtime of the diesel engine and thereby reducing diesel consumption and hence reducing CO2 emissions. There is also a minor CO2 reduction gained by the diesel engine mostly running at its ideal conditions, with no or very limited idle and less part load run time, which is uneconomical and not healthy for a diesel engine.2. Please see the above answer.3. Yes, please provide a principle diagram for each lot.4. During the tendering UNOPS procurement rules only allow communication with bidders through the e-sourcing portal. Question: How much power of solar panels is required for 150KW and 200KW solar systems?Answer: Please refer to UNOPS' technical specifications regarding PV array Wp. New clarification added: Questions 1, 2 &3 Question 1. If the inverter, charge controller, battery package etc in one cage, it must match a Air conditioner because topic temperature is high,there will be a battery explosion without air conditioner if battery in one cage, the battery can be only put into a braket if there are no air conditioner for cooling in topic area,so please confirm each components (inverter, controller )should have their own cabinet and no need to be put in a big cabinet, battery package can be put into a bracket if there are not a AC。Question 2. We notice the PV is too small for each lot is too small if there are only 10% /20% for each item As lot 1 item, 2.4kw solar panels voltage too low to start the 30kw inverter , usually an inverter can run well in a more than 5.6 kw condition,we worry about the panel voltage could not reach to MPPT start voltage of inverter ,at the same time the panels series voltage should be higher than battery voltage so that the battery can be charged normallyQuestion 3. Usually 30kw system need match 60kw battery which and let system run 2 hours and the PV should be 30kw but not 2.4kw,please check the 2.4kw system which need 10hours to charge the 24kw battery is your requiredAnswer for Question 1). UNOPS has decided to soften up on these requirements and wish to refrain from the requirement of one single cage or cabinet. The concept can be different. However, the essence is that connection of the components must be straightforward and easy with no risks of mistakes. Clear unambiguous fitting instructions must be provided which allows local electricians/engineers to easily set up and turn on the hybrid system. If AC is required for your design it is acceptable.Answer for questions 2+3) Not sure what is meant by "too small". The concept of the Hybrid system is that the diesel gen set is the main source of electricity production and will be able to meet the load requirement by itself. The PV system is connected in order to substitute a part of the power requirement and hence reduce the required run time for the diesel gen set, which leads to fuel saving, CO2 reduction and less wear on the gen set. Both the PV array and the diesel gen set will charge the battery.Question: Can we supply an hybrid inverter instead of charge controller and inverter for the larger system like 200KVA? Answer: Yes as long as the functionality of charge control and inverter is met, it is ok. Question: Is okay to supply an AC coupled Inverter for the larger system like 200KVA?Answer: UNOPS is open for technical solutions and if an AC coupled inverter is part of your technical design, it is ok, as long as it meets UNOPS' requirements for functionality.Question: Is an outdoor or indoor cabient that is required to be supplied? Does the pre-wired system in a cabient also applies to the systems with bigger capacity i.e 160KW inverter?Answer: The components will be installed inside a ventilated gen set building or a purpose build shed, so no need to provide a watertight cabinet. Please also see above UNOPS answer. UNOPS wish to loosen up on this requirement and let it be more up to the bidder's technical solution, as long as UNOPS's requirement of easy and unambiguous connection through clear and easily understandable instructions are fulfilled.Question: Are we going to fence the ground mounting structure PV area?Are we required to construct a genset house and also a technical room?Are we supplying concrete foundations for the ground mounting structure?Answer: All such civil works are not part of UNOPS's requirements for this tender. This will be taken care of locally. However, regarding installation of the gen set and components as well as PV panels, the bidder must provide instructions to the requirements in order to secure a safe and secure fixture and installation.Question: Can we participate in generators only? Answer: No. Only complete Hybrid systems are accepted for this tender.

New clarification added: Question 1: Inverter capacity Annex I_ Technical Specifications and Compliance Sheet_ITB_2023_46296——PV SOLAR POWER SYSTEM STANDARD ARRAY——InverterCapacity, A (Amp): Min. equivalent to the max load Question 2: Is the maximum load's power equal to the diesel generator's maximum output? Be consistent with the maximum load calculated for the battery capacity above.Answer for Questions 1 & 2: Yes the power of the maximum load is equal to the maximum output of the diesel gen set. Question: The backup time of the battery is only 1 hour. When does it need to be discharged?Answer: The backup battery is for 1 hour at full load, but of course for a longer time if under partial/less load. When/if the battery has been depleted, the diesel gen set will step in and together with the PV solar system recharge the battery. Question: Please kindly advise whether the diesel generator is the main power source?Answer: As seen from the technical specifications the diesel generator set is the main power source, while the PV solar power system is substituting a part of the power that would otherwise have to be produced by the diesel gen set. Thus, this hybrid system saves fuel and hence CO2 emissions, which is the aim of the hybrid systemQuestion: with reference to the inverter and to the answers provided by UNOPS:- Answer provided by UNOPS on 13th April : UNOPS wishes bidders to provide their technical solution and the inverter capacity (kVA).- Answer provided by UNOPS on 20th April: Max load is equal to Gen set rated power output. This applies to all lots. In case of lot, 1-6 the gen set output is 24 kW, max load is 24 kW. The battery is 24 kWh, which means power supply of 24 kW for 1 hour. Could you please clarify?Answer: UNOPS wish to clarify that max load is equal to gen set rated power output as per the above-mentioned quote from UNOPS' prior answer from 20 April.Question:The main components ( inverter, charge controller, battery package etc) must be pre-installed and wired together, all in one cabinet or cage. Usually, all-in-one cabinet or cage type will be high cost which should have air conditioner, light, fire fighting equipment in it.Please confirm you need the above type.Answer: : No need for air conditioner, fire fighting etc. We need a cage or cabinet where the components are together and wired up. It can be a cabinet with natural ventilation or a wire mesh cage with a solid floor/platform. The essence is that the components are fixed and wired together, so the end user won't have to install and wire/connect the components themselves.

New clarification added: Question: For the PV arrayes, we have special design which the PV Mounting system is integrated (Modular & Folded) with Genst system, called All-In-One. It can be adopted for some types of this tender requirement (specially with 10% and in some cass with 20%). Meanwhile, due to the modularity system, the cost will be a bit higher than conventional type. In compensation, the shipping and installation & Operational cost will decrease significantly.The question is, if in technical-commercial evaluation this price variation will be considered?Answer: The suggested layout and solution is acceptableQuestion: In LOT-01 the DC Capacity is 2.4 kWp and recent query you told “Max load is equal to Gen set rated power output (24kW)” It means we have to consider 24kw Inverter, But DC capacity is so less, so do we need 24kW inverter for 2.4 kWp solar and 24 kWh battery. However, there are some countries that their law prohibits us from trading with. How will we manage these circumstancesAnswers: The shared agreement is a framework agreement and you can declare that those countries are unable to supply in your bid due to legal reasons. However, this will not constitute grounds for disqualification of your bid.Question: On Annex III_Sample Long Term Agreement A segment of Article 1.6 provides that the contractor shall offer equivalent or better specifications for any Goods ordered pursuant to this Agreement without any increase in the prices.
