New clarification added: Question:We understand that the bid should include the cost for workshops.In relation to public events (such as public consultations), can we assume that any physical or hybrid the public events will take place in a public space and the bid should NOT include (venue, refreshments, materials, and other relevant associated costs for conducting the event)? If costs have to be included, can you provide guidance on how many attendees should be assumed in the bid?For the same purpose, can you provide guidance on the number of attendees for the two Manila workshops in Task A.2 so the bid includes an appropriate level of costs.Answer:It is common practice that public consultations are held for one day, where the draft policy is presented in the morning followed by discussions with the stakeholders that may spill over in the afternoon. It is expected that lunch, morning and afternoon snacks will be provided. Public consultations are often done in reasonably priced event venues or hotels. About 100 in person participants are expected (which includes representatives from DOE), with others joining online. Provisions for a hybrid event must be ensured.For the Manila workshops in Task A.2, expect 50 participants for each workshop.The bid should include the costs for these events.

New clarification added: Question:Task D.1. DSM Toolkit for DUs states “The toolkit may include templates for contracts with third parties, a database of product and service providers…”. Can you elaborate on what third parties and types of contracts the TOR envisages? For example, is it contracts for equipment supply (such as for smart metres) or contracts with energy consumers providing the DSM service? Elaborating on this point would be appreciated.Answer:Bidders are encouraged to propose the contents of the toolkit. Third parties may refer to service or equipment providers, as well as energy service companies. Contract with energy consumers may be considered if called for by any of the DSM strategies. Question: In response to a question dated 2023-03-17 UNOPS stated “The bidder is expected to include the cost of conducting consultations and workshops (venue, refreshments, materials, and other relevant associated costs for conducting the event) in their financial proposal. The Department of Energy is not expected to bear any cost for the events that this project will be organizing.” Can you clarify if accommodation costs for attendees should be included?Answer:Accommodation costs for attendees should not be included in the financial proposal. It is expected that the participants will cover their transportation and accommodation (if necessary) costs.

New clarification added: Question:Sourcing a project team with a presence in the Philippines to undertake the needed work is taking time, hence we would like to request a 1 week extension to the proposal submission deadline.Answer:We are extending the submission to April 7, 2023, 5.00 PM (Manila time).
