United Nations Office for Project Services requires services for CALL FOR PROPOSAL for Gap Assessment of Biomedical Waste Management Process in National Capital Territory (NCT) of Delhi
Specific tasks:
UNOPS intends to engage an Agency to carry out Gap Assessment of Biomedical Waste Management (BMW) Process in National Capital Territory (NCT) of Delhi
1. Purpose and Scope of Assignment for Assessment of BMW process in NCT of Delhi
Biomedical Waste Management should be a shared teamwork with committed government backing, good Waste management practices followed by both health-care workers and HCFs, continuous monitoring of BMW practices, and strong legislature.
There are different hospitals (public and private), municipal bodies, pathological institutions, veterinary hospitals who have their own BMW processes. However, whether they are adhering to the BMW rules and standard protocols is not ascertained.
In view of the above, UNOPS intends to engage an Agency to carry out a study to assess the current practices on BMW being followed in different healthcare facilities, especially the public health facilities in NCT of Delhi and to identify the gaps and challenges related to BMW and strategies to address the same.
2. Study Sites:
Data collection will be done from 10 Public sector Hospitals, 2 private hospitals and 1 veterinary Hospital in NCT of Delhi. The study sites will be finalised in consultation with UNOPS.
3. List of activities
· Submission of proposal to UNOPS (techno-financial) through e-sourcing portal. Vendors should be registered in UNGM portal to participate in the subject tender.
· Submission of Data Collection tools and finalization of the tools in consultation with UNOPS followed by data collection in sample hospitals
· Data analysis and report writing
· Submission of final report to UNOPS and dissemination
4. Expected Time Frame: Dec.2022-Feb. 2023
5. Eligibility
The call is open to Organisations with a minimum of 10 years of relevant work experience in the field of BMW assessment or similar activities in Health sector including but not limited to drugs and medical equipments supply chain assessment, health facility assessment etc. with focus on operational, technical and monitoring and evaluation experience. Offerors should possesses valid business license to operate in India.
The proposal should include a maximum of 10-page proposal detailing the methodology, approach, work plan, budget and short CVs of the experts to be engaged in the assignment.
6. Evaluation Process
The evaluation will be done based on lowest cost most acceptable offer including but not limited to quality of the proposal, workplan and methodology, experience of the firm in similar project related to water and sanitation, project documentation, CVs of the key persons involved in the project having 10-15 years of experience in similar projects.
Outputs shall be handed over to UNOPS. UNOPS will retain exclusive use rights to all all documents photo/video material etc. gathered by the contractor.
The quotation shall be given for the complete assignment less taxes and Duties. Travel and stay if required shall be borne by the vendor.
