WHO requires the successful bidder, the Contractor, to develop a risk-based and sector wide National Disaster Risk Reduction and Management in Health (DRMM-H) plan that will strengthen the mainstreaming of DRMM-H to health-related policies, plans, programs, and response
BACKGROUND
The Philippines being located in the Pacific Ring of Fire and Pacific Typhoon Belt experiences numerous natural hazards that may bring threat not only to economic status but to health as well. With its archipelagic characteristics on the other hand, many other human-induced hazards pose further threat with health. The Global Assessment Report (GAR2022), released by the UN Office for Disaster Risk Reduction, still identifies the highest cost brought by disasters is borne by the Asia-Pacific region, which loses an average of 1.6 percent of GDP every year, while the poorest also suffer the most within developing countries.
The approval of RA 11223 or the Universal Health Care Act ratified the importance of DRMM-H by recognizing it as one of the population-based services as there should be timely, effective, and efficient preparedness and response to public health emergencies and disasters. The Department of Health (DOH) through the
Health Emergency Management Bureau (HEMB) has continuously advocated on the importance of having a resilient health system to health and non-health programs within and outside the department. The approval of the National Disaster Risk Reduction Management Plan (NDRRMP) 2020-2030 has recognized the significant role of the health sector in all the thematic pillars namely Prevention and Mitigation, Preparedness, Response, and Recovery and Rehabilitation to prepare and response to emergencies and disasters.
The World Health Organization (WHO) Health Emergencies Programme in its strategic framework for emergency preparedness is committed to continuously support countries in developing to strengthen country and community emergency preparedness in order to ensure a timely, efficient and effective response to events including: local and national outbreaks of infectious diseases that have the potential to cross borders; epidemics and pandemics; and other types of emergencies caused by natural, technological and societal hazards that can have a significant impact on people’s health and on society. And to advocate for prioritizing financial and other resources for community and country emergency preparedness, and mobilizing increased domestic and international investment in this area.
WORK TO BE PERFORMED
General: To develop a risk-based and sector wide National Disaster Risk Reduction and Management in Health (DRMM-H) plan that will strengthen the mainstreaming of DRMM-H to health-related policies, plans, programs, and response.
Specific:
- To hire a technical consultant who can develop the National DRMM-H Plan
- To conduct and facilitate consultation workshops and meetings related to the deployment of the DRRM-H Plan.
- To write and finalize the National DRMM-H Plan
CHARACTERISTICS OF PROVIDER
The Contractor shall be a institution operating in the field of public health, health emergencies, and/or health policy (systems, services, or policy research and development); a background in disaster preparedness and response
Mandatory:
- • Proven experience in the field of At least seven (7) years of working in public health, health emergencies, or health policy, and had working knowledge of DOH’s disaster preparedness and response .
- • Previous work with WHO, other international organizations and/or major institutions in the field of disaster risk reduction and management is an advantage ;
Desirable:
Experience in the development of disaster preparedness and response plan, development of training package, and other relevant areas of health emergencies; experience working with WHO or any UN agency, Department of Health, or any government agency, and disaster preparedness and response advocacies and stakeholders
