Exploring the potential impact of a “quit and win” tobacco cessation campaign in the Philippines
BACKGROUND
According to the 2015 Philippines Global Adult Tobacco Survey, current adult tobacco smoking is 40.3% and 5.1% among males and females respectively.
The Philippines has made strides in strengthening tobacco control since becoming a Party to the WHO Framework Convention on Tobacco Control in 2005 such as regular national monitoring of tobacco use and control measures, establishing cessation programs (e.g., national quit line), and implementation of health warnings on packaging.
A Cochrane review of publications about ‘quit and win’ contests and campaigns has suggested that such interventions resulted in higher quit rates among the participant pool than the general smoking population. None of the reviewed programs/campaigns were implemented in a developing country. The Philippines Department of Health is interested in implementing a quit and win campaign to determine whether such an approach will increase utilization of the National Quitline and/or engagement in other tobacco cessation services; particularly availing of free nicotine replacement therapies provided through local governments.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The purpose of this activity is to design, implement and assess the impact of a ‘quit and win’ tobacco cessation campaign on tobacco users in the Philippines.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Output 1: A plan for a ‘Quit and Win’ campaign to accommodate at least 2000 registrants.
Deliverable 1.1: Develop cessation campaign messaging for the public using various forms of media.
Deliverable 1.2: Collaborate with Lung Center of the Philippines and contribute to the functionality of the mobile cessation using the Facebook platform.
Deliverable 1.3: Develop data collection and management tool(s) to collect demographic data and to monitor participant tobacco use and quit status using cotinine saliva test
Output 2: Report of outcomes and impact of the ‘Quit and win’ campaign
Deliverable 2.1: ‘Quit and win’ campaign messaging disseminated in local media and recruitment of at least 2000 registrants.
Deliverable 2.2: Baseline data collection (demographics, pre and post tobacco use status and salivary cotinine)
Deliverable 2.3: Data collection at 1-, 3- and 6-month time-points.
METHODS TO CARRY OUT THE ACTIVITY
- • Work with the relevant offices in Department of Health, Centers for Health Development and/or Lung Center of the Philippines to develop a ‘Quit and win’ campaign for tobacco cessation;
- • Assist in enhancement of mobile Cessation using the FB platform;
- • Develop a survey questionnaire to collect demographic and tobacco use data;
- • Procure salivary cotinine tests;
- • Follow-up with registrants to monitor quit status and
- • Develop a report summarizing the campaign
QUALIFICATIONS & EXPERIENCE
- • A registered health-related NGO in the Philippines
- • At least 5-year experience implementing tobacco control or cessation programmes an
- • Extensive experience working with regional offices of DOH and local government units on tobacco control.
LANGUAGE
- • Fluency in written and spoken English
- • Fluency in Tagalog/Filipino is preferred

Place of assignment: Philippines. Travel within the country maybe required.
