UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of KAP survey for Children with disabilities in Yemen. UNICEF uses the power of evidence as a key strategic comparative advantage to drive change for children. In 2020, UNICEF YCO has conducted an assessment about CwDs titled “Mapping Available Assistance to Children with Disabilities in Yemen”. The aim of the study was to identify available assistance/support to CwDs, to provide mapping and analysis of who is doing what, where, and in what mechanism to support CwDs. The assessment found that the primary cause of disabilities in Yemen was due to inadequate and/or inaccessible health care and poor nutrition during birth, hereditary, disease/illness, war/violence, accidents, congenital, endogamy, and hereditary factor. These are results of limitations in national systems, poverty, discriminatory beliefs, and behaviors, as well as conflict and war. The assessment also found that access to basic social services and their availability for CwDs has become very limited and disrupted by conflict, and scarcity of financial resources, which have been decreased substantively during the conflict. CwDs remain one of the most vulnerable and socially excluded groups. They experience multiple challenges, including difficulty in accessing education, health care services and other basic services besides increased risk of abuse and exploitation. Some parents confirmed that they experience stigma because of their CwD, and that they feel embarrassed of having CwD especially those with intellectual disability. Ninety three percent (93%) of the parents reported that they faced various types of discrimination against their CwD in their daily life. To deeply understand the social inclusion of CwDs in Yemen, UNICEF in close discussion with its counterparts namely Ministry of Social Affairs and Labour (MoSAL) and the Handicap Care and Rehabilitation Fund (HCRF) realize the need to ensure positive change in social attitudes and practices that harm CwDs. To inform this change, an evidence-based comprehensive communication for development and Community Behaviour Change approach is recommended. Hence the proposed KAP analysis study will be key for informing and guiding the whole process. The study will also further inform effective planning, development, and implementation of other CwDs related strategies, policies, and interventions. This tender will be run through the UNICEF e-submissions system.
