Provision of Court Transcription Services in the English, French and Arabic languages

The Special Tribunal for Lebanon (STL) located in Leidschendam, The Netherlands, seeks Expression(s) of Interest in relation to a Request for Proposal (RFP) it intends to issue for a multi-year contract until 2015 for the production of full verbatim transcripts (transcripts) of court sessions. The purpose of the solicitation is to determine an arrangement that would be in the best interest of the Organisation. The STL has one courtroom and produces transcripts of all proceedings, be they public, closed or private sessions. These transcripts are required in the three official languages of the Tribunal: English, French and Arabic. Real-time court reporting services may be required in either English or both English and French. Real-time transcripts shall be produced on site and shall be distributed simultaneously through the STL real-time transcription system: LegalCraft Transcend. The completed real-time transcripts shall be delivered in electronic format no later than two (2) hours after the daily conclusion of a sitting in the same case. Delayed (off site) court reporting services are required in the STL official languages not covered by real-time court reporting: - If required in French or English, delayed off site transcripts shall be produced within 24 hours (excluding week-ends and public holidays) after the audio file to be transcribed has been provided to the Contractor by the STL. - If required in Arabic, delayed off site transcripts shall be produced as quickly as possible, after the audio file to be transcribed has been provided to the Contractor by the STL. Vendors are requested to advise what is a reasonable time for the turnaround of transcripts under normal circumstances and the minimum time for transcription under urgent circumstances. The courtroom will be available for approximately 221 days during each year (365 days minus 104 weekends minus 10 UN holidays minus 30 courtroom recess days). Please note that the STL makes no commitment to either meet or exceed the estimated number of days indicated herein. The Court may sit from 9:00 a.m. to 7:00 p.m depending on the courtroom schedule. The STL estimates the continuation of one to two cases simultaneously during the second half of 2012 (and 2013). On average a transcript contains 26 pages per uninterrupted hour.
