BACKGROUND

The Tobacco Free Initiative (TFI) programme, Division of Healthy Environments and Populations, WHO Regional Office for the Western Pacific is mandated to support Member States to accelerate full implementation of the WHO Framework Convention on Tobacco Control (FCTC) and MPOWER measures, as well as the Protocol to Eliminate Illicit Trade in Tobacco Products and the Regional Action Plan for Tobacco Control in the Western Pacific (2020-2030), in order to reduce tobacco use and protect people from second-hand smoke exposure, thereby preventing and mitigating tobacco-related disease and premature death. Emphasis is placed on sustainable programmes for tobacco control and addressing the new challenges raised by emerging tobacco and nicotine products.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

To support sustainable implementation of the Regional Action Plan for Tobacco Control in the Western Pacific 2020-2030.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Under the supervision of the Coordinator-TFI and the Director, DHP, the consultant will perform the following functions:

Output 1:  Technical assistance materials and tools to support strengthening tobacco cessation in the Western Pacific region.

Deliverable 1.1: A tobacco cessation situational analysis report drafted for at least 2 countries through collaboration with the WHO country offices.

Deliverable 1.2: Tobacco cessation intake and follow-up monitoring template tool (paper-based and adaptable for electronic format) drafted.

Output 2: Technical assistance materials and tools to support the regulation of ENDS/ENNDS in the Western Pacific region

Deliverable 2.1: Set of materials/tools to build capacity for the regulation of electronic nicotine and non-nicotine delivery systems such as training materials about on the health harms of ENDS/ENNDS use (including on exposure to their emissions), their addictive potential and attractiveness, their contents (including various forms of nicotine) based on the guidance of WHO and the WHO Tobacco Laboratory Network) in a manner that is understandable and easily adaptable for policy-making and advocacy

Deliverable 2.2: Compilation in the form of a briefing or report on the latest research, science and policy impact analysis of ENDS/ENNDS regulation

Deliverable 2.3: Write up of at least 3 case studies about experiences with ENDS/ENNDS regulation in the Western Pacific region

Output 3: Technical assistance to support the strengthened enforcement of smoke-/aerosol emissions-free laws in the Western Pacific region

Deliverable 3.1: Summary report of situational analysis and assessment of challenges with smoke/aerosol emissions-free drafted for at least 3 countries in the Western Pacific region.

Deliverable 3.2: Write up of at least 3 case studies about good practices and gaps relating to smoke-free enforcement in the Western Pacific region  

Deliverable 3.3: Materials and tools to support strategic response to smoke-free implementation challenges drafted

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  University degree in public health or social sciences.

Desirable: Postgraduate degree in public health or its equivalent training/experience

 

EXPERIENCE

Essential: Minimum five years of experience in tobacco control

Desirable: Experience research, academia, civil society or government employment in tobacco control

 

TECHNICAL SKILLS & KNOWLEDGE

Ability to undertake desk-based research and work harmoniously as a member of a team

 

LANGUAGES

Written and spoken fluency in English is essential.
