New clarification added: Q13. Form C - Financial proposal mentions that the cost breakdown of reimbursables must be provided in Table 2, however there is no Table 2 in the template and only one tab named Table 1. Could you please kindly provide us with the complete template? UNOPS Response: This is complete Table. Please quote all the reimbursable in Table 1 , c) Travel cost d) Expenses e) Other related cost column.

New clarification added: Q11 - in the budget template, there is a subsection C) Travel Costs - Reimbursable Costs (breakdown for air, bus, vehicle and related costs) which says that you allow maximum 600 travel days in 30 months. That would be on average maximum 20 travel days per month of the project. Considering available resources on the project this max is way above any realistic calculation we can even think of so we wanted to clarify what exately means max. of 600 travel days and does that refers to both KE and NKEs who can charge travel days as working days?UNOPS Response: Please submit your offer as per your understanding above and provide clarification note on the calculation.Q 12 - In terms of budgeting - do you expect us to budget any communication activities costs for organisation of the events or any kind of project promotion separately or this goes into expert fees?UNOPS Response: Separately

New clarification added: Q10. Is it possible that only staff of the vendor speak the local languages (Albania, Serbia, BiH, North Macedonia, Montenegro, Kosovo) not necessarily the Team Lead/Main focal Point ? Since as stated in the RFP "UNOPS will maintain direct communication with the beneficiaries about the selected experts and all their engagements with the beneficiaries. High level communication will remain the exclusive domain of UNOPS".UNOPS RESPONSE: It shall be Team lead as indicated in the RFP

New clarification added: Q. 7 Please clarify if the completion of all budget headings in Form C(Financial proposal) is mandatory, since some of those headings are quite difficult to be foreseen at this stage. For example, travel costs, accommodation, airfare etc. These expenses depend on the ad-hoc requests of UNOPS for specific assignments, the number of international experts that will be requested, their place of residency, etc. Therefore, realistically planning these expenses at this point, is not possible. Could the budget be negotiated in case of being awarded, specifically for these kind of expenses, travel costs and reimbursables?UNOPS Response: Please indicate best estimates of the budget based on the information on number of trips provided in the RFPQ 8.As we understand, the link for the salary scale included in the Financial Form refers to employees of UN, not external consultants. Is this understanding correct? Should this be used as e reference or we could refer to daily fee rates for similar assignments?UNOPS Response: These rates are for reference only and you can refer to the daily fee rates used in your organizationQ 9 .What is the definition of "International Junior Expert' ? What is the added value expected by "International Junior experts"? We believe that they may be substituted by local experts with senior expertise.UNOPS Response: You can find requirements for the International junior expert in the form. UNOPS considers engagement of both international and local senior and junior experts as indicated in the RFP, therefore, for budget comparison purposes please use those figures on estimated number of expert days for each type of expert.

New clarification added: Q.6 In relation to DRIVE Supplier Sustainability Questionnaire, we do not have the UN Global Compact Participant Number. If we do not have it, how we shoud procced on that section?UNOPS Response: It is not Mandatory,If you do not have the UN Global Compact Participant than provide the UNGM registration number only.

New clarification added: Q.4 the positions of focal point/financial manager are meant to be in-house staff of the consulting firm ? is the TL the same for all countries ?UNOPS Response:This is for in house staff for the financial management of the contract experts. Team leader/ main focal point is for each lot and it can be the same person if there is a capacity to engage for multiple lots as will be required in case if one organization is awarded a contract for multiple lots. In this case UNOPS may negotiate with the selected organization a reduction in the costs of the Team leader to avoid double payment for this position under each lot.Q.5 Is it necessary to submit the CV of senior and junior experts ? I don't see it in the evaluation criteria, only ?UNOPS Response:No requirement at this stage, but technical proposal shall provide information about the existing pool of experts as well how the new experts will be recruited when will be requested.

In this case UNOPS may negotiate with the selected organization reduction in the costs of the Financial manager to avoid double payment for this position under each lot.

New clarification added: Q.2 In relation to this RfP, is it expected that offerer should cover all lots or it can also send only one offer covering one lot?UNOPS Response: Please Refer to bid Particulars "The RFP consists of 6 Lots, Bidders at their own discretion may bid for any Lots, combination of Lots or all the Lots. however, bidders shall quote 100% requirements of each lot that they are bidding for. Evaluation will be done per Lot. "

New clarification added: Question 01: I am trying to find the details of the requested work but in the 'Tender Particulars' section there are no Terms of Reference or similar that set out the requirements.
