Description
The purpose of this Request For Information (RFI) is to identify and obtain information about potential suppliers of specialized IT services. The United Nations Organization for Project Services (UNOPS) is looking for a diversity of profiles across various software skills and multiple technologies.
Following this RFI, UNOPS plans to launch a Request for Proposal (RFP) for the establishment of a Long-Term Agreement (LTA) with multiple suppliers for a maximum duration of 5 years (3 years + 1 year + 1 year). Interested Vendors are encouraged to respond to this RFI as this is an opportunity to showcase their capabilities and UNOPS will be using the information gathered from the RFI to inform the future procurement process. Vendors should reply to the Questions in the Questionnaire section of this RFI and return the requested Forms filled in.

In section ‘Daily Fee by profile and seniority level’ - for Question no. 3 to 38, we have to mention the rates for consultants working at Copenhagen location? Please confirm. As indicated in Question 1 Instructions of the Questionnaire Daily fee by profile and seniority level, "the daily fee should be inclusive of all costs (IT equipment, phone, insurance, ... etc) the personnel needs to provide the requested services, and assuming the services will be provided in Copenhagen Denmark". So, yes the rates are for consultants located in Copenhagen. In section ‘Daily Fee by profile and seniority level’ – For consultants working from remote location (ex. India) we have to submit the rates in Question No. 2. Hope this is correct understanding, please confirm. Yes, this is correctIn section ‘Daily Fee by profile and seniority level’ – The rates for India based consultants and EU based consultants (other countries like Poland, Spain, UK, Netherlands) differs. Therefore we want to submit different rates for consultants working remotely. Can we submit the same in Question no. 2. Please confirm. Yes, please indicate the % difference in Question 2. If you need more space, you can also submit the rates per country in an attached document. There is a placeholder in the Checklist tab to add Any other relevant document you may want to include.

New clarification added: Dear Potential Bidder, please find below the replies to your questions in Bold. In order to have some additional time to prepare the questionnaires, and if possible, we would like to kindly ask you a short deadline extension for this RFI. The advertisement period for this tender is 3 weeks which is sufficient time to provide bids. Many bidders already finalized their bids in the system. At this point, we do not see the need to extend the advertisement period further. Please try to reply to the questionnaires before the deadline. What will be the official language (both written and verbal) for this engagment, i.e., local language Danish or English? As described in the tender, this engagement is a global one, meant to service the IT technical consulting needs for the IT Group in Copenhagen as well as those of UNOPS local offices worldwide. For this reason, we are asking suppliers about their language capacity in question 10 in the questionnaire Vendor Information Form, to assess the market capacity in providing services globally and in multiple languages. Depending on the results of this RFI (Request For Information) and our resulting understanding of the market capacity, UNOPS will decide for the future tender for these services the most relevant requirements.

New clarification added: Dear Bidder,Please find our replies below in BoldRegarding Questionnaire Software Technologies : Would it be correct to define the year's ranges like the following: 1-3, 3-6, 6-10, above 10? This allows us to fit numbers as 2,6 for example (which is not possible in the current ranges in the questionnaire 1-2 years, 3-5 years, 6-10 years, above 10 years). We confirm that 2.6 years of experience should be accounted for in the 1-2 years of experience range. Anything below 3 years and above 1 year should be categorized in the 1-2 years of experience range. And so on, for the other ranges.

New clarification added: Dear Potential Bidder, please find below the replies to your questions in Bold. We would like to politelety ask you if it is possible to take advantage of the possibility you offer to attach any relevant file in the list of documents to answer the questions in the vendor information form in word format instead of using the form menus in the questionnaires tab. Obviously, we will always keep to the maximum number of characters you request per question, and we will clearly indicate on the questionnaires - vendor information form where we answer each question.We kindly ask you for this request because we believe that answering in this way offers the possibility to respond to your requests more clearly.If your answer is yes, we would like to ask if it is possible to include pictures in our answers in addition to text, as there are processes that are best explained visually (e.g. the steps of our recruitment process that you request in question 14. Recruitment Process)We require that bidders answer the questions in the Questionnaire primarily. If you would like to attach complementary documents (pictures, graphs, ...), you have the possibility to attach them in the Checklist tab. However, it is important for us for the purpose of ease of evaluation that bidders answer the questions in the Questionnaire format. Please refrain from answering the questions just by refering to a document (Example: please see document attached XXX). We would like to see an actual answer to the questions in the Questionnaire.

New clarification added: Dear Potential Bidder, please find below the replies to your questions in Bold. Is it an eliminating factor if the supplier does not have local teams based in Copenhagen? No, UNOPS is looking at both remote and onsite solutions for IT consulting services. At this stage (RFI), we are looking into identifying what the market can propose before drafting our requirements. So, please feel free to propose any solution that you think might be relevant to UNOPS needs.

New clarification added: Dear Potential Bidder, please find below the replies to your questions in Bold. We see that the daily fee details are requested assuming services to be provided in Copenhagen, Denmark. Would you be open to having an onsite-offshore (Hybrid) model which can be cost effective? UNOPS would be open to having a hybrid model. The purpose of this RFI is to research the market and understand what are the different models that suppliers can offer. Please propose what you think might be the most relevant options for UNOPS.Would you be able to provide approximate number of FTEs (Full Time Employees) that will be required to support this IT consulting services requirement? We cannot provide at this stage the approximate number of FTEs. We have added in the Questionnaire a section for companies to provide their volume discounts based on different ranges of total ordered volume (see questions 40 and 41 in Questionnaire "Daily fee by Profile and Seniority level"). You are welcome to provide discount percentage by number of FTEs or any other method in the appropriate section of the RFI.Could you please specify minimum contract/engagement duration of Full Time Employees? What could be the minimum duration of contract/engagement for temporary capacity augmentation? We do not have a minimum duration for temporary capacity augmentation, that is why we are requesting suppliers to let us know what is their minimum for deploying temporary personnel (see question 16 in Questionnaire "Vendor Information Form")

The volume per location is unknown at this stage. However, please consider that for the most part the IT consulting services will be rendered for UNOPS HQ in Copenhagen. Can you please indicate the expected percentage of remote vs on-site work? At this stage, we do not know yet the % of remote vs. onsite. We are issuing this RFI to research the market and identify also the advantages of remote vs onsite for UNOPS. If we see that the market is able to provide advantageous options for remote work, we might consider having more of the work done remotely, and vice versa. At this stage (RFI), UNOPS is researching the possibilities that the market can offer. So please feel free to propose what you think might be most adapted for UNOPS.

New clarification added: Dear Potential Bidder, please find below the replies to your questions in Bold. Can you please confirm our understanding that it is possible to participate to this tender as a Consortium (group of companies)? This is not a tender but a RFI (request for information) for the purpose of market research. There will be no award and no contract as a result of this process. Another tender (RFP: Request for Proposals) will be launched following the analysis of the results of the RFI, and that one will result in potential awards and contracts. During the RFP, you will be able to bid as a Consortium according to the RFP rules.

For the Copenhagen-based HQ or other entities around the world as well? For the most part, the IT consulting services will be requested for UNOPS HQ in Copenhagen. However, there might be requests from UNOPS country offices worldwide. Please note that the indicative daily fees requested in the Questionnaire "Daily fee by Profile and Seniority level" are requested rendered in Copenhagen as indicated in the questionnaire instructions.If so, could you please specify which ones? For a list of all UNOPS country offices, please see UNOPS website https://www.unops.org/project-locations Please, provide an indication of the volumes per country (City) to ensure our fit and also the proportion onsite, nearshore (+/- 2 hours from one of your sites) and offshore (+3 hours). The volume per country (city) is unknown at this stage. However, please consider that for the most part the services will be rendered for UNOPS HQ in Copenhagen. At this stage, we do not know yet the % of remote vs. onsite. We are issuing this RFI to research the market and identify also the advantages of remote vs onsite for UNOPS. If we see that the market is able to provide advantageous options for remote work, we might consider having more of the work done remotely, and vice versa. Where should our resources be based (Copenhagen, Europe, India, North Africa) ? It is for each bidder to propose the solutions they are able to offer. At this stage (RFI), UNOPS is researching the possibilities that the market can offer. So please feel free to propose what you think might be most adapted for UNOPS.
