Supply of Ultra-Portable Digital X-ray Machines for Myanmar

New clarification added: Question: The bidding quantity for Lot 1 and Lot 2 is 4 units for each Lot while the minimum requirement of both Lots are totally the same.What will be the purpose of dividing into Lot 1 and Lot 2 when the spec are not different?UNOPS Answer: Our requirement is 8 Units but it may get reduced depending on the available budget. We may also not issue the PO at the same time for 8 Units and may have to wait for some more time to get approvals on 4 numbers of machines. So, we are not certain,at this stage, if we can issue PO for the entire 8 numbers and hence it was divided the requirement into 2 lots.

New clarification added: Question: We have noticed the amendments on the technical specifications as published on February 15th.  For example the modification of  “Exposure capacity when full charged (battery autonomy time)” from 150 exposures to 100. Can you please elaborate on why these requirements have been changed mid tender? The specification change seems to orient towards a specific type of X-ray system and manufacturer.  UNOPS Answer: Above changes were done based on WHO specification guidelines for ultra portable DR System and also to make the specification more generic for wider participation of bidders. However the changes are not restrictive in nature, our minimum requirement is 100 exposures, once the battery is fully charged.

New clarification added: Question:Dear Sir or Madam, may I confirm with the final destination we need to install those products is in Central TB medical Store, Insein, Yangon, Myanmar, as the ITB indicated, thank you.UNOPS Answer:  That's correct. The supplier needs to do installation, testing and commissioning at the final destination as mentioned in the tender documents. 

New clarification added: Question: We are a trading company and is eligable to attend this tender with our X-ray manufacturer as Joint-Venture?Kindly await your reply.UNOPS Answer: According to the Criteria session of this tender, it has shown that “Only the authorized agent and service providers based in Myanmar of a qualified manufacturer, having authorization for more than one year preceding the date of bid closing, (OR) The manufacturers, who have an authorized agent and service provider based in Myanmar, for more than one year preceding the date of bid closing, are allowed to bid in this tender.”   Making Joint Venture with the manufacturer is the option of the bidder. In case of Joint Venture, the bidder needs to complete the “Form-A Joint Venture Partner Information Form”. Hope this is helpful.

New clarification added: Question: Kindly let us know what kinds of document or any equivalent documents that you mentioned as follow." The product offered shall comply with the GFATM QA policy on diagnostics products" UNOPS Answer:  The offered product shall be manufactured at a site compliant with the requirements of ISO 13485 or an equivalent Quality Management System recognized by one of the Regulatory Authorities of the Founding Members of GHTF. The bidder should submit the documentary evidence along with the offer.  

New amendment added #1: Sourcing Case Ref: -ITB/2022/40407 Supply of Portable Digital X-ray MachineAmendment – I, dated: 15-Feb-2022  With reference to Case Ref: - ITB/2022/40407 the following modification is made through this amendment: 1. Read the product description as “Ultra-Portable Digital X-ray Machines” in place of “Portable Digital X-ray Machines” wherever is appeared in the documents and this tender.2. The following changes were made in Sr. No 6 – X-Ray generator under Technical Specifications of the Section III Returnable Bid Form.     i)      Exposure capacity when fully charged (battery autonomy time) greater than 100 exposures. (from 150 exposure)     ii)     Stationary or rotating (better) anode with focal spot size less than 1.3mm. (to add stationary)3. The following changes were made in Sr. No 12 – Electricity supply of the X-Ray generator under Technical Specifications of the Section III Returnable Bid Form.     i)     The battery back-up related to the whole system (Generator, detector and workstation) allow at least 100 chest X-ray exposures @90 kV (from 150 chex X-ray)4) The following specification was added in Sr. No 8 – X-ray Detector under Technical Specifications of the Section III Returnable Bid Form.     i)      Lightweight, less than 4 kg5) The following changes were made in Sr. No 10 – Workstation under Technical Specifications of the Section III Returnable Bid Form.      i)  i7 equivalent and above (minimum quad core) instead of Two or more Microprocessors, each of at least 1.7 GHz The revised documents are attached under the Document Section.The deadline of this tender is extended to 25-Feb-22 (05:30 UTC)  All other requirements and terms and conditions of the bid document remain unaltered.

New clarification added: Question: In the Workstation section, two or more microprocessors mean you want dual core processor CPU or do you want 2 CPUs in the system.. Because 2 CPUs in the system is not commercially available and have to order customized.Thank you!UNOPS Answer: The requirement is not two CPU.  The requirement for the workstation is "i7 equivalent and above (minimum quad core)". The amendment will be issued soon. 

New clarification added: Question:You are requested to bid total 8 unis with same spec with different lot. May I confirm that do we submit different model or same model for both lob? Can we submit same model for both lots?Thank youUNOPS Answer: Yes. It is the same specifications for  2 lots. The bidder is free to submit same or different model for 2 lots, as bidding is lot wise.

New clarification added: Question: In the technical requirements, it indicates that "Weight of system: Less than 8 Kg with battery". Is this weight means the weight of full set X-Ray system? It's really unbelievable light.UNOPS Answer:  We have confirmed with the user about the weight of X-ray system and they replied as below:"The weight < 8kg is for an X-ray generator with battery, which excludes detector weight (must be less than 4kg). The required item is an ultra portable X-ray system and hence, the majority of supplies are very light weight for easy transportation and usage."Hope this helps. 

New clarification added: Under the minimum requirement;The specification asked for Maximum current: 5 - 20 mA. If our product is more than 20mA, is it acceptable or nor?UNOPS Answer: We suggest to refer the Technical Bid Form where states that  "Any mention or reference to any brand name below is only for example and the below specifications on sizes and different ranges required are only approximate and bidder can offer a product with some variations as long as the product offered provides the same or superior level of performance on the output.Hope this helps.  

New clarification added: Question: Can we know the model and manufacturing company and the detial specs of requested XRay machine?UNOPS Answer: This is a competitive tender and it does not specify any model and any manufacturing company. The detailed technical requirements are as shown in Form D – Technical Bid Form.
