The United Nations Office for Project Services (hereinafter "UNOPS") invites you to submit documents for prequalification of Explosive Detection Dogs (EDD) Services for the Peace and Security Cluster. All submissions must be made in the English language.
This Global EDD Pre-Qualification is a formal method of assessing an organisation against a set of pre-determined criteria. This process is not related to any specific solicitation process, but instead focuses on a general assessment of an organisations’ operational, personnel capabilities and internal processes, including internal quality management and financial health.
Please refer to the attached Explosive Detection Dogs -Quality Standards in Project, Procurement and Contract Management for details.
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. New clarification added: Question:Thus far we have been unable to resolve the issue of access to live explosives. Unlike many of the other companies applying for pre-qualification we do not conduct demining operations and therefore do not hold or store live explosives. Our training facility is in a jurisdiction where permissions like this are presently extremely difficult if not impossible to obtain. We have exhausted all available channels open to us without success. Currently the only companies who do hold such permissions in this jurisdiction are companies who are involved in demining activities. These companies however also offer EDD services and as such are our competitors who are not motivated to assist us with this access. Considering this I revert to our original question as to the requirement to have access to live explosives. On the UNOPS EDD contracts which we have either bid on or being successful with this has never been a requirement. To make it a mandatory requirement in this process appears to be limiting those companies who can apply and is counterproductive to a competitive process. Further to this, we like our competitors often source trained EDDs from specialist EDD training facilities, as such there is no preclusion from using EDDs that have not come from an organization’s training facility, so an organization’s ability to access live explosives becomes irrelevant in those situations. Therefore, the inclusion of this requirement appears to be a limiting factor that has no impact on the ultimate quality or standard of the service delivery.We would very much like to continue to bid on and compete for UNOPS EDD opportunities, we would ask that UNOPS considers the importance of this requirement given the difficulties it presents to obtain it. As this is not an RFP we would welcome the opportunity to discuss this further with UNOPS.UNOPS Response: Referring to our previous answer: UNOPS utilizes pseudo training aids as a secondary option when live explosive substances are not available. Live explosive substances will always have priority in both training and accreditation when accessible. All current and previous UNOPS EDD RFPs have referred to the UNOPS Explosive Detection Dog Quality Standard (EDD QS) as the benchmark for achieving Operational Accreditation. Part 6.1 in the standard covering the substance list states the following:Substances are divided into groups based on their origin. UNOPS will use substances from applicable groups, either “live” substances, or reliable controlled/verified scent signatures. Substances used will be recorded in the assessment test protocol. As mentioned earlier, pseudos are substitute training aids in missions where access to live substances is limited. EDDs deployed to missions should not only be trained on pseudos. Prior to any deployment, the EDDs shall be trained on live substances, where pseudos are imprinted on and introduced at a later stage in training. Pseudo-training aids can supplement live substances not accessible in the mission area to cover the entire list of required substances. Correct handling and storage of live explosives are essential to ensure safe and efficient training. Access to live explosives and storage is therefore also a key element of the physical review during the Pre-qualification evaluation.

New clarification added: Question:With reference to Stage 1.I.3 - ‘Proof that it does not have any pending disputes or litigation’ please clarify what proof/evidence are you requesting us to provide for this section? In UNOPS’ previous response you state that applicants can provide a written statement confirming that there are no proceedings, litigations, pending claims, etc. against your company. UNOPS' previous response also stated that the letter can be signed by the relevant authority from your company and can be notarized. Our question is that according to your response above, all written confirmation should be notarized, but in our case the problem is that there is no notary system in the country our organization is registered in. In this case what will be acceptable to comply with this requirement?UNOPS Response:The written statement does not need to be notarized. A written confirmation signed by an authorized representative of your organization is also sufficient.Question:Please clarify ‘written power of attorney of the signatory of the documents on behalf of the EDD Organization’?UNOPS Response:Applicants may submit a written and signed confirmation which indicates the authorized representative(s) of your organization that are able to sign documents on its behalf.

New clarification added: Question: Stage 1.IV.2 - Demonstrated ability to access and store explosives for training purposes: Due to the restrictions of the jurisdiction in which we operate, we do not currently hold any authority to store or possess explosives. Given the fact that UNOPS' accreditations are conducted using pseudo scents and this is an industry-standard, is it sufficient to demonstrate how we access and store our pseudo scents? UNOSP Response: UNOPS utilizes pseudo training aids as a secondary option when live explosive substances are not available. Live explosive substances will always have priority in both training and accreditation when accessible. We understand that getting authority to hold or possess explosives can be challenging, and we have therefore also opened the possibility or accessing through a third party legal agreement ref: “Documentation showing authorized access to explosives (i.e. Agreement/ license with gov'ts or national security institutions or a legal agreement with a third party).” Only having access to pseudo scents will not be sufficient.

New clarification added: Question One: Stage 1.I.2 - Written power of attorney of the signatory of the documents on behalf of the EDD Organization: Our intention is for one of our directors, who is also the vice president of our company to sign the documents, in view of this could you please clarify or expand on whom you are expecting to see give their power of attorney to whom?UNOPS Response: This criterion is intended to clarify who has the authority to represent the organization in their business matters and we assume your director or any other representative with similar authority to your director should be able to do this.Question Two: Stage 1.I.3 - Proof that it does not have any pending disputes or litigation: What proof/evidence are you requesting us to provide for this section? UNOPS Response: You can provide a written statement confirming that there are no proceedings, litigations, pending claims, etc. against your company. The letter can be signed by the relevant authority from your company and can be notarized. Question Three: Hello, have you made returnable forms available to bidders? For example, to submit proof that our organization does not have pending litigation, do we need to write the confirmation on our letterhead, or is there a UNOPS returnable form that we can utilize? UNOPS Response: Since this process is for pre-qualification, not a solicitation process, we do not have returnable bidding forms. You can use Annex II to record your responses for each criteria and attach the supporting documentation accordingly. For a response to the second part of your question please refer to the response provided for clarification # 2 above.
