The purpose of this RFP is to seek qualified firm to carry out end-of-grant evaluations for two Unitaid projects that aimed to support improved access to better TB treatments for children:
• Strengthening Paediatric TB Services for Enhanced Early Detection (TB-SPEED)
• Catalyzing Pediatric Tuberculosis Innovations (CaP TB)
Bidders are invited to submit a proposal for the above mentioned Request for Proposal in accordance to the documents attached in the "Tender Document" tab. Kindly pay attention to below tender timeline:
1. No later than 11 October 2021 17h00 Geneva time, bidder shall complete and return, under “Correspondence” tab of UNGM (paragraph 4.2 of the Request for Proposals refer):
a) The enclosed Acknowledgement Form (Annex 1 of the Request for Proposals) duly completed and signed as confirmation of bidder's intention to submit a bona fide proposal and designate the bidder's representative to whom communications may be directed, including any addenda; and
b) The enclosed Confidentiality Undertaking form (Annex 2 of the Request for Proposals) signed.
2) A prospective bidder requiring any clarification on technical, contractual or commercial matters may submit its questions via UNGM “Correspondence” tab no later than 14 October 2021 17h00 Geneva time and formulate them as follows:

The Unitaid team will respond in writing (via the “Correspondence” tab of UNGM) to any request for clarification of the RFP that it receives prior to the date mentioned in the Request for Proposals, paragraph 4.6. A consolidated document of WHO’s response to all questions (including an explanation of the query but without identifying the source of enquiry) will be published on the UNGM. Paragraph 4.6 of the Request for Proposals refer.
3) Proposals must be uploaded via UNGM, “Tender Documents” tab no later than 18 October 2021 at 17:00 hours, Geneva time (paragraph 4.11 of the Request for Proposals refer).
Unitaid recognizes climate change as a global emergency and threat to the achievement of the Sustainable Development Goals (SDG). Unitaid is committed to the Paris Agreement target of net-zero emissions by 2050.
Companies with commitment and initiatives in support of sustainability, in particular in relation to carbon footprint, are encouraged to participate. In line with Unitaid’s effort in reducing carbon footprints related to the procurement activities, it is preferred that the bidders have either a regional/local presence in the project countries (especially those targeted for site visits) or have access to local counterparts to minimize the need for international travel.

Objective of the consultancy:
The Evaluators are expected to support Unitaid with the assessment of the relevance, coherence, efficiency, effectiveness, impact, sustainability and lessons learned for TB-SPEED and CaP TB grant projects as captured by the outcome, outputs and activities performed. The grant evaluation is an assessment of both Unitaid and the grantees’ performance.
Qualification of Firm and Consultants:
The provider shall be an institution operating in the field of global health or development area with proven expertise in project evaluation and project impact assessment.
The successful bidder will propose a multi-disciplinary team of 3-4 experienced evaluators, including the team leader. The team leader must have at least 10 years of experience leading evaluations of a similar scope and complexity and ideally a strong understanding of market dynamics and interventions to increase access to childhood TB diagnosis and treatment in low-and middle-income countries (LMICs). Core team members should have at least 5 years of individual experience in their respective areas of technical expertise.
The proposed evaluation team should meet the following requirements:
• Expert knowledge of TB and, in particular, the challenges related to testing, diagnosis and treatment of children with TB in LMICs;
• Experience in evaluating advocacy and community/civil society engagement and demand creation interventions;
• Demonstrated knowledge of the challenges and options around ensuring access to innovative health solutions in LMICs;
• At least one team member with expertise in collection and analysis of qualitative data;
• At least one team member with expertise in clinical trials and implementation research;
• At least one team member with expertise in quantitative assessment of public health and economic impact;
• Expert knowledge of the global health landscape and the dynamics of introducing and scaling up interventions for complex health issues within existing health systems at national and global levels; and
• Proficiency in English (knowledge of other UN languages an asset); final deliverables must be submitted in English.
