Consultancy – Graphic Designer
Purpose of the Consultancy
The purpose of the consultancy is to provide creative and visual communications support to WHO Papua New Guinea and the National Department of Health both directly and within the PNG National Control Centre. Work is primarily focused on COVID-19 activities and vaccine rollout, while additional support is to be provided to the other health topics of the country office as coursed through the Communications Officer and or the Technical Lead for Strategic and Risk Communication.
Background
On 27 January 2020, the National Department of Health (NDOH) has activated its National Control Centre (NCC) to respond to COVID-19. Since then, the WHO Papua New Guinea Country Office has been working side by side with the Government to help with its response to COVID-19. With support from WHO, the NDOH has put together the National Emergency Preparedness and Response Plan (ERP) in early February, and updated in August 2020, where information and communication are integral components.
Since the start of the pandemic response in PNG, WHO has been providing technical support to the Risk Communication and Community Engagement (RCCE) Cluster at the NCC. This support includes the development and implementation of the Communications Plan, which was first developed in February 2020, and updated in September 2020.
In-house and in-country graphic design has seen an increased demand as more and more public facing communication materials are necessitated by the pandemic. Under the guidance of the Technical Lead for Strategic and Risk Communication, the graphic design consultant will work in collaboration with relevant technical officers and the Communication teams at the National Department of Health - Health Promotions, and or the National Control Centre for COVID-19, to develop and design information products to help media, decision-makers and the public to understand key messages on COVID-19. These products communicate messages to the public regarding health measures and highlight WHO’s role as the source of timely and reliable information.

Work to be performed
Method(s) to carry out the activity
The consultant will provide creative and graphic design support to WHO Papua New Guinea and the National Department of Health within the PNG National Control Centre through development of visual communication and information products.
Output/s
Output 1: Production of graphic design materials for COVID-19 activities
Deliverable 1.1: The consultant will support development of infographics, web content, video/animations, layout and similar in relation to COVID-19 efforts and activities, as needed.
Output 2: Support production of creative and graphic design materials for the National Department of Health
Deliverable 2.1: Working closely with relevant focal points for the National Department of Health and the National Control Centre, under the guidance of the Technical Lead for Strategic and Risk Communications, the consultant will support development of infographics, web content, video/animations, layout and similar for COVID-19 and other priority health programs for Papua New Guinea; with a focus on integrating COVID-19 key messages and prevention measures into existing health programs.
Output 3: Production of graphic design materials for WHO Papua New Guinea
Deliverable 3.1: Under the guidance of the Communications Officer, the consultant will develop infographics, web content, video/animations, layout and similar for the various health teams of WHO Papua New Guinea as needed.
Qualifications and Experiences
Education:
University degree in any field, with training in Adobe Creative CC programs including Illustrator, Photoshop and InDesign as well as Premier Pro.
Experience:
Minimum of three years’ experience in development and production of information and communication products, with hands-on experience in graphic design work. Desirable: Experience working in Papua New Guinea and fair understanding of Tokpisin.
Skills / Technical skills and knowledge:
Essential: Ability to synthesize data and information from various sources and translate them to materials that are easily understood by target populations; good technical skills in graphic design
Language requirements:
Fluent in written and spoken English
Competencies:
Producing results; communicating in a credible and effective way; moving forward in a changing environment.
