BACKGROUND

In April 2021, Fiji confirmed the first community case of COVID-19. Since then, COVID-19 has circulated within communities and there is current wide-spread community transmission. There have been reports of increased MHPSS needs during the COVID-19 outbreak for both the general population and frontline workers (including healthcare staff).

To help the Fiji MHMS tailor their response to mental health during COVID-19 outbreak, they plan to conduct surveys to learn more about the mental health needs of (i) general population and (ii) health care workers. The results of the survey will allow Fiji MHMS to target certain populations who are at increased risk of stress.

Sampling methods are likely to be a mixture of convenience and targeted sampling. Surveys will be put online and shared widely via social media networks. Populations who are harder to reach will be targeted through community health workers who can complete survey on iPads (available from WHO) with individuals.

In line with COVID-MINDS (https://www.covidminds.org/) network, survey measures will measure demographics, anxiety (GAD-7), depression (PHQ-9), whether COVID-19 has impacted on mental health. For the healthcare workers, an additional item looking at burnout will be added. Draft surveys are available on request.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

WHO is looking for a statistician with expertise in survey methods and analysis to support Fiji Ministry of Health and Medical Services (MHMS) and WHO with methods and analysis for a survey of (i) health care workers and (ii) population mental health during COVID-19 outbreak.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

  1. The contractor is expected to propose and present a comprehensive methodology and statistical analysis plan for the two sets of surveys, including information on survey design frame (sample size, how to manage non response), numbers of participants required and survey data storage. This methodology will be refined based on feedback from WHO and Fiji MHMS.
  2. Work with WHO Surveillance Technical Officer to support with organization, supervision and coordination of data collection, including training of staff for collection of data or liaising with organizations for data collection as needed.
  3. Once the results of the survey are collected, the contractor is expected to manage and clean the data and carry out the analysis of the results and share the raw and clean datasets with WHO and MHMS.
  4. The results will then be fed back to WHO and MHMS in an easy to understand format, including summary of key findings which can be adapted into infographics by WHO/MHMS and a presentation to senior management in MHMS.
  5. Any other statistics-related activities as outlined in methodology.

 

METHODS TO CARRY OUT THE ACTIVITY

Output 1: Finalized plan for methods and analysis of the two sets of surveys (one for general population and one for healthcare workers), updated based on feedback and agreed with Fiji MHMS and WHO.

  • Deliverable 1:
  • A detailed document outlining methods and analysis for the surveys.

Output 2:  Results from analysis of healthcare workers’ mental health survey

Deliverable 2:

  • • An easy to read document outlining results of analysis (including outputs from statistical software programme) and summary of key results from healthcare workers’ surveys that can then be presented in infographics (WHO/MHMS will adapt into infographics).
  • • Presentation of findings to senior management in MHMS regarding findings related to healthcare workers’ mental health.

Output 3:  Results from analysis of general population mental health survey

Deliverable 3:

  • • An easy to read document outlining results of analysis (including outputs from statistical software programme) and summary of key results from general population surveys that can then be presented in infographics (WHO/MHMS will adapt into infographics).
  • • Presentation of findings to senior management in MHMS regarding findings related to general population mental health.

 

QUALIFICATIONS & EXPERIENCE

At least one person in the team needs to meet the following:

EDUCATION

Essential: A post graduate degree, training in survey methodology and analysis. 

Desirable: Previous experience with analysis mental health surveys

 

EXPERIENCE

Essential: Previous experience of publishing peer-reviewed research papers; expertise and experience in survey methodology and analysis. 

Desirable: Previous work experience in low and middle income countries. 

 

LANGUAGES

Written and spoken fluency in English (Read – Write – Speak / "Advanced" level) is essential.

 

ADDITIONAL INFORMATION:

1. Place of assignment

There is no determined place of assignment. The contractual partner can be based anywhere and conduct work remotely where required. The contractor will be required to be available for meetings on Fiji hours.

2. Travel

Due to COVID-19 restrictions, no travel is planned for this time period.

3. Contract duration

15 October 2021 - 28 February 2022
